Duties

This position will allow you to use your expertise in managing and overseeing programs which have agency-wide and government-wide impact. This position starts at a salary of $132,368.00 (GS-14, Step 1) to $172,075.00 (GS-14, Step 10) with promotion potential to $172,075.00 (GS-14, Step 10). This position is located in the Department of Homeland Security (DHS), Customs and Border Protection (CBP), Office of Field Operations (OFO), National Targeting Center - National Vetting Center. The purpose of the position is to serve as a Program Manager over a critical program segment for which both the scope and effect of the work have department-wide or government-wide impact. The incumbent receives, reviews, analyzes, or disseminates sensitive national security data or information on a regular and recurring basis. Typical work assignments include: Leading complex vetting projects, often cutting across organizational/activity lines. Defining critical quality factors and process improvements on key initiatives that result in significant improvements in service delivery, reduced operational unit costs, increased quality, and reduced process cycle time. Leading projects for Program Segment and/or Program Office vetting projects as a Subject Matter Expert (SME). Implementing quantitative and qualitative methods within the scope of the respective project and reporting of results. Analyzing, facilitating, reporting, and providing recommendations for process improvements, improving quality, reducing costs, and establishing appropriate process metrics and process controls.

Qualifications

Experience: You qualify for the GS-14 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as: Managing a professional, technical, and/or administrative program or program segment that had department-wide or government-wide impact. Providing expert and authoritative advice on program issues to officials of other organizations. Developing measures that evaluate performance and providing recommendations for program improvement. Implementing quantitative and qualitative methods within the scope of the respective project and reporting of results. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must: Meet all qualification requirements, including education if applicable to this position, subject to verification at any stage of the application process; and Meet all applicable Time in Grade requirements (current federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the federal service) by 08/18/2023. The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. Current and former federal employees may be required to serve or complete a probationary period.
