The Information Technology Specialist (Data Management) position is located in the Department of Program Services (DPS), Case Management Systems Office (CMSO), Federal Judiciary Digital Services Division (FJDS). The CMSO develops and maintains case management and related systems for federal appellate, district, and bankruptcy court judges and staff, probation and pretrial services officers, federal defenders, and external stakeholders.
Duties
This position will report to the Federal Judiciary Digital Services Division Chief in the Case Management Systems Office (CMSO). The CMSO is seeking a self-motivated professional Information Technology Specialist (Data Management). The incumbent must be able to lead, operate, and implement continuous application development process improvements throughout CMSO through coding standards, work with other enterprise, cloud, data, and solution architects across the Judiciary in the design and development and O&M of a cloud-based enterprise product for a critical system at the Judiciary. The incumbent works closely with other offices within the Administrative Office (AO), specifically the Technology Services Office, which is responsible for enterprise standards across the Judiciary.
The duties of this position include, but are not limited to:
Analyzing and recommending architecture for handling and storing data as well as architect data; and documenting the storage needs for a cloud-based system with multiple-TB of data and over 1 billion documents, a high number of transactions, and critical real-time redundancy and failover needs.
Developing a consolidated data storage schema for building a unified logical database, optimized for speed, transaction reliability, and cost.
Developing appropriate strategies for transferring data amongst other enterprise systems, both cloud and on-prem; and giving system data ingress and egress needs.
Developing data and AI architecture frameworks and blueprints; and building the secure, scalable, and stable data platform architecture of the future.
Assessing the existing enterprise architecture and how it relates to multiple platforms to maintain a current knowledge of its functionality.
Developing data migration and streaming strategies to evolve architecture and efficiently move data throughout the Judiciary.
Working with other enterprise architects and Enterprise Data Office to implement an effective data governance policy.
Working with the IT Security Office to develop and implement strategies to secure system data and other information assets, most of which are extremely sensitive and confidential.
Collaborating with other Enterprise data and analytics leaders across the Judiciary to enable effective access to system data for reporting and analytical needs.
Working with data analyst to design and prepare for a large migration exercise, using strategies which allow for incremental adoption with the least amount of downtime.
Developing and enforcing database development standards.
Building and managing data models for database structures, and Analytics & AI/ML applications.
Communicating new system strategies, designs, and methods to engineers throughout all lines of business to maintain a clear understanding of objectives and procedures.
Ensuring delivered solutions meet/perform to technical and functional/nonfunctional requirements.
Providing technical expertise and ownership in the diagnosis and resolution of an issue, including the determination and provisions of a workaround solution or escalation to service owners.
Qualifications
Applicants must have demonstrated experience as listed below. This requirement is according to the AO Classification, Compensation, and Recruitment Systems which include interpretive guidance and reference to the OPM Operating Manual for Qualification Standards for General Schedule Positions.
Specialized Experience: Applicants must have at least one full year (52 weeks) of specialized experience which is in or directly related to the line of work of this position. Specialized experience is demonstrated expert level experience in performing application architecture related activities in an open-source model leveraging cloud services; and defining and enforcing pre-defined architecture and best practices for large-scale, high-volume web-based and mobile applications.
Highly Desired:
Experience with architecture, design, and integration.
Knowledge of cloud computing concepts such as IaaS, PaaS, and SaaS.
Experience working with one or more cloud Data warehouses, traditional data warehouses, data lakes, big data platforms such as Teradata, Vantage, Data bricks, Snowflake and Hadoop.
Experience in modeling and implementing one or more Customer 360 or CDP (Customer data platform) implementations.
In-depth experience with at least one Relational Database Management System (RDBMS) platform.
Knowledge of modern document storage design.
Agile development experience.
Education
This position does not require education to qualify. However, a bachelor's degree (BA or BS) from a four-year college or university in computer science or a related field is highly desired.
