This position is located in the Architect of the Capitol (AOC), Office of the Chief Administrative Officer (OCAO), Information Technology Division, Application Development and Support Branch (ADSB). This Branch is primarily responsible for performing work necessary to plan, design, develop, acquire, document, test, implement, integrate, maintain, and modify programs and systems for solving problems or accomplishing work processes by using computers.

Duties

The incumbent serves as a product owner, representing the stakeholders’ business needs and priorities and guiding project teams in developing application software in support of the branch functions.

Qualifications

You must meet the United States Office of Personnel Management's (OPM) qualification requirements (including specialized experience and/or educational requirements) for the advertised position.  You must meet all eligibility and qualifications requirements by the closing date of the job announcement.  Additional information on the qualification requirements is outlined in the OPM Qualifications Standards Handbook of General Schedule Positions.  It is available for your review on the OPM website at OPM qualification standards Specialized experience is the experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level.  Candidates for the GS-13 grade level must have at least 52 weeks of specialized experience equivalent to the GS-12 grade level in the Federal service. Specialized experience is defined as the following: Knowledge of agile development practices for managing projects and operational tasks and the role of the Product Owner. Experience using agile best practices as a member of an agile project team. Knowledge of requirement analysis principles and methods and skill in gathering and documenting requirements and process flows. Demonstrated facilitation and influencing skills to drive decision making among stakeholders with diverse perspectives and priorities. Strong experience in eliciting and analyzing complex business requirements from stakeholders and interpreting and translating them into actionable system requirements for successful development of custom business applications. Expert knowledge of testing methodologies and best practices, and skill and experience in thoroughly testing applications to identify bugs and ensure business requirements are satisfied. Expert knowledge of project management principles and methods, skill in developing plans and schedules, defining milestones and deliverables, and experience working with developers to estimate the level of effort and resource requirements for application development tasks. Ability to communicate effectively orally and in writing to gather and document technical and functional requirements, to produce and present briefings to the business and technical stakeholders, to collaborate with users, to prepare user guides and provide informal training to users, and to collaborate with developers.

Education

***AT LEAST A BACHELOR'S DEGREE FROM AN ACCREDITED COLLEGE OR UNIVERSITY IN INFORMATION TECHNOLOGY OR A RELATED FIELD IS PREFERRED***

Education must be accredited by an accrediting institution recognized by the U.S. Department of Education.

FOREIGN EDUCATION: Education completed in foreign colleges or universities may be used to meet the requirements. You must show proof the education credentials have been deemed to be at least equivalent to that gained in a conventional U.S. education program.  It is your responsibility to provide such evidence when applying.
