Duties

The incumbent will: Provide advice and assistance on program scientific policies, activities, and operations. Serve as an expert advisor to the NIOSH Director and Deputy Director on all matters related to the work of the HELD, including any implications of state and local-level health and safety requirements. Plan, develop, evaluate, and manage occupational safety and health public health science and research programs. Provide leadership for the Division and Institute in establishing programmatic goals to ensure the Division's mission is met/exceeded within approved within appropriations/budget. Establish measurement and analysis systems for units managed to assess efficiency, effectiveness, and compliance with regulatory procedures and requirements. Identify occupational safety and health research needs, develop priorities to provide the basis for developing effective prevention strategies and for determining criteria for safety and health standards. Correlate the various inputs from internal and external organizations addressing the task of identifying specific high-risk occupations and work situations. Develop multi-year project plans to carry out the agency's mission and goals. Provide leadership in partnering, liaising with, and recommend, review, and advise senior/executive level leaders advancing the Division and Institute's mission and programs. Build and maintain effective working relationships and national and/or international partnerships with individuals and organizations on occupational safety and health research, prevention, and health promotion. Develop and lead high-level scientific collaborations (such as federal agencies, medical schools, schools of public health, WHO, PAHO, foundations, professional organizations). Advise senior staff and management on the operational aspects of occupational safety and health research, and scientific and investigations. Represent the Division and Institute and advances the organization's public health research goals and objectives through partnerships and liaisons with inter-agency and/or cross-entity committees, workgroups, workshops, inter-agency projects, etc. Develop goals and objectives that integrate the organization's mission and programs with occupational and public health objectives necessary to successfully achieve mission and implement quality improvements as needed.

Qualifications

Current federal employees must be at or equivalent to the GS-14 grade level or above to be considered for this position. Basic Qualifications for RF-0601: Applicants must possess a degree with a major study in an academic field related to the medical field, health sciences or allied sciences appropriate to the work of the position. This degree must be from an educational program from an accrediting body recognized by the U.S. Department of Education (external link) at the time the degree was obtained. In addition to the basic qualifications requirement, a Ph.D. in an academic field related to the medical field, health sciences or allied sciences appropriate to the work of the position is required. Candidates must show clear evidence of specialized experience. Specialized experience is that which is directly related to the position and which has equipped the applicant with the particular knowledge, skills, and abilities (KSAs) to successfully perform the duties of the position, such as applying ethical principles and standards in the administration, research and promotion of occupational and public health science and innovation; and experience working with a broad range of stakeholders, policy, and decision makers. Typically, experience of this nature is gained at or above the GS-14 grade level in the Federal service or its equivalent with state or local government, the private sector, or nongovernmental organizations. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

This position has a positive education requirement. Applicants are strongly encouraged to submit transcripts or a list of applicable courses with their application package.
