The primary purpose of this position is to Serves as a lead wargaming operations authority for NORAD and USNORTHCOM.
Duties
Serves as the Commands' expert for Joint and Combined wargaming and tabletop exercise planning and execution.
Develops a strategic plan for Command wargaming capability to include detailed initiatives.
Initiates and accomplishes strategic plan's initiatives.
Exercises supervisory responsibilities.

This position is designated by the Air Force as a Test Designated Position (TDP) under the Air Force Civilian Drug Testing Program. As a mandatory requirement for employment in this TDP, the incumbent is (A) to refrain from use of illegal drugs and (B) if required, to submit to urinalysis testing. The selectee must sign a statement acknowledging the position occupied is identified as a TDP.
May be required to perform Battle Roster functions during Exercise and Real World events. Battle Roster functions may include, but are not limited to, Joint Personnel Operation Cell, Contingency Command Center, Future Operations Center, Joint Enabling Capability, and other tasks as assigned. These duties may require additional duty hours and/or alternate duty locations.
This position is eligible for situational telework, which is separate and distinct from the employee's eligibility. DD Form 2946, DoD Telework Agreement and required telework training must be completed prior to participation in telework program. Under DODI 1035.01_DAFI 36-816, Telework Program, a civilian employee's telework agreement arrangement may be terminated at the discretion of the supervisor or at the employee's request.
In order to qualify, you must meet the experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions; Miscellaneous Administration and Program Series, 0301.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes developing, integrating, testing, validating, and verifying tabletop exercise and wargaming tools for organization and Major Command's joint and combined exercises and wargames; integrating joint training requirements into existing and future wargames; designing, developing, and adapting mathematical, statistical, econometric, and other scientific methods and techniques; providing advice and insight into the probable effects of alternative courses of action; maintaining understanding of organization and Major Command's mission requirements and needs; investigating and applying advanced analytical and training operations techniques; and serving as a primary technical resource and authority for NORAD and USNORTHCOM tabletop and wargaming issues.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of a broad range of wargaming and analysis techniques.
Knowledge of missions, functions, goals, objectives, work processes, and sources of funding pertinent to conducting exercise and wargaming operations.
Ability to apply various techniques to evaluate tabletop exercises and wargames.
Skill in the application of methods and techniques to analyze and evaluate the effects of changes in program plans and funding.
Skill in designing, building, and developing tabletop exercises and wargames; and operational expertise or related experience supporting air, land, cyberspace, space, and/or maritime operations.
Skill to negotiate and defend findings and program support concepts. Skill in oral and written communication.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).
