This position is in the Office of Aviation Safety, Human Performance and Survival Factors Division. The incumbent manages the Division's total accident/incident investigation effort, including oversight of investigations; assigns Division staff to investigations, investigative hearings, oversees the drafting of safety recommendations, and other projects; and reviews and critiques division reports, Board accident reports, and safety recommendations.

Duties

As a Supv. Transportation Safety Specialist, GS-2101-15, you will perform the following major duties: Plans, implements, manages, and administers the work responsibilities and assignments of Division personnel; assigns and prioritizes investigations and carries out human resource management within the Division and provides mentoring, guidance, and direction to investigators. Identifies, evaluates, initiates, and directs surveys and special emphasis investigations of safety issues and trends and participates in the investigation of major aviation accidents and other incidents involving a high degree of public interest, as chairman, member, or supervisor of the human performance, survival factors, and/or airport operations groups. Provides guidance on and collaborates in the preparation of the Board's accident and incident reports and is responsible for the preparation of reports, safety recommendations, and/or studies. Represents the Safety Board, Office or Division at government, industry, or association conventions or other functions and serves as an expert advisor to members of the Board of Inquiry and participates in public hearings. Manages the preparation of responses to inquiries from Congress, the aviation community, and the public regarding aviation human performance, survival factors, and/or airport operations and aviation safety and leads the development of comments on rulemaking related to human performance, survival factors, and/or airport operations. Manages the division's annual budget in an accurate and timely manner and ensures that funds are obligated, allocated, and expended in accordance with Board/Office policy and directives.

Qualifications

GS-15: You MUST have one year of specialized experience equivalent to at least the GS-14 grade level in the Federal service (experience may have been gained in the private sector). Specialized experience is defined as: (1) Extensive experience in NTSB aviation accident/incident investigation protocols, procedures, and methodology as they relate to human performance and/or survival factors in aviation safety; (2) In-depth knowledge and experience in the research principles, methods, and processes used to analyze human performance and/or survival factors in aviation safety; and (3) Experience serving as a technical expert in the investigation of aviation human performance and/or survival factors related accidents and incidents, and the development of safety recommendations to improve aviation safety in those fields.
