This position is located in the Department of Technology Services (DTS), Policy and Resource Management Division (PRMD).
Duties
The incumbent of this position supports the Judicial Conference Committee on Information Technology by performing analytical and communication activities on policy, management, and program issues affecting the judiciary's national information technology (IT) program. The ideal candidate has experience in explaining and writing about technical issues to a non-technical audience at all levels, a proven track record of managing highly visible initiatives and fostering continual improvements, excellent analytical skills, the ability to manage competing priorities, and a strong sense of customer service. The incumbent will have frequent interaction with and presentations to staff throughout the Department of Technology Services, the Administrative Office, and the courts, as well as judges who serve on the IT Committee.
Duties of the position include, but are not limited to:
Developing and editing policy-related white papers for consideration by the Judicial Conference of the United States and other non-technical audiences.
Providing staff support to Judicial Conference committees and advisory groups, including drafting and managing agenda development, meeting material preparation, summary reports, and meeting logistics.
Maintaining and managing updates to the IT section of The Guide to Judiciary Policy, including researching policy issues, consulting subject matter experts, drafting new and revised policies, processing updates as policies are added or revised, advising senior managers and staff on processes and timelines, and ensuring consistency with existing policies.
Conducting management studies and other analyses related to the judiciary's IT program.
Developing the annual update to the Long Range Plan for Information Technology in the Federal Judiciary.
Qualifications
Applicants must have demonstrated experience as listed below. This requirement is according to the AO Classification, Compensation, and Recruitment Systems which include interpretive guidance and reference to the OPM Operating Manual for Qualification Standards for General Schedule Positions.
Specialized Experience: Applicants must have at least one full year (52 weeks) of specialized experience which is in or directly related to the line of work of this position. Specialized experience is demonstrated knowledge of and experience with analysis and policy development for complex government programs.
Desired, but Not Required: Experience with IT-related programs is preferred, but not required.
