This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DOD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: The position operates in the Engineering Systems Branch, Business Operations and Integration Division, Directorate of Public Works, Fort Irwin. Recommends to management on the development and/or interpretation of rules, regulations, and procedures affecting management programs.
Duties
Develops, reviews, submits, and maintains the Annual Work Plan (AWP) identifying work requirements in accordance with approved operating budget for the upcoming fiscal year.
Interprets and provides guidance to managers on information required for data calls from higher headquarters.
Coordinates with GFEBS Site Systems Administrator to ensure system is operational at all times with minimal disruption to accomplish the directorate's mission.
Compiles and analyzes work and cost data including the reimbursable costs on a continual basis to determine whether installation operations, maintenance, and repair.
Develops, prepares and maintains all Inter-Service Support Agreements (ISSA), Memorandum of Understanding (MOU) and any other similar type documents required.
Updates and manages the Equipment TDA in accordance with AR 310-34 (Equipment Authorization and Utilization Policies, and Criteria, and Common Tables of Allowances
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must be able to obtain and maintain a Tier 1 Non-Sensitive, Low Risk security access.
- This is a Financial Management Level 2 certified position in accordance with the National Defense Authorization Act (NDAA). Failure to obtain this certification within the required time may subject the incumbent to adverse action.

Specialized Experience: One year of specialized experience which includes performing the development of strategic work planning and/or process improvement. Compiling and analyzing financial data to determine operational cost. Conducting work studies to review and execute management policies. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
Education
