The Data Management Analyst position is organizationally aligned, in order, under the following: Department of Veterans Affairs, Veterans Benefits Administration (VBA), Compensation Service (CS), VA Schedule for Rating Disabilities Program Management Office (VASRD PMO), Program Operations Team. The VASRD PMO is responsible for drafting/implementing amendments to 38 CFR Part 4.
Duties
Specific duties include:
Reviews, analyzes, and interprets legislation and applies Veterans' benefits laws and regulations that pertain to CS benefit programs.
Responsible for ensuring accuracy, currency and propriety of the information provided to the public and service members. Monitors programs and activities related to disability benefits and services provided to Veterans, their dependents, or beneficiaries. Works in close cooperation with other elements of VBA in relation to Veterans' benefits.
Applies the principles and methods of cost-benefit analysis, including the time value of money, present value concepts, and quantifying tangible and intangible benefits.
Develops policy, formulates and recommends instructions, directives, guidelines, plans or procedures to administer or carry out functions, which support delivery of benefits and services to Veterans. Studies program operations, new legislation, automated systems, management initiatives, and the operation of interacting programs and organizations to assist in the development of new and modified policies. Participates in special projects devoted to supporting policy analysis and updates.
Manages multiple projects or programs concurrently where effort involves coordination among multiple resources, other divisions, or agents outside of the organization. Undertakes long and short-term research. Studies program activities within CS to support the organization's business goals and objectives. Serves as an advisor to the supervisor on issues regarding technical, regulatory, procedural, and operational aspects of the CS programs.
Ensures the propriety of data submitted in support of the program. Efficiently creates appropriate and accurate data requests and analyses that can support regulatory and other leadership decisions. Performs all functions related to data and policy analysis. Gathers relevant qualitative and quantitative data, analyzes it critically, and makes recommendations based on findings using available resources, such as internet tools, manuals, and other reference material. Provides technical suggestions and data-driven recommendations to peers and leadership and may be VBA's representative for VA-wide data-related initiatives.
When necessary, acts for the Chief and performs other duties as assigned.

Qualifications

TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees and have held a GS- 12 any time in the past 52 weeks must also meet time-in-grade requirements.
To verify your eligibility, you must submit a copy of your most recent Notification of Personnel Action, Standard Form 50 (SF-50). The grade may have been in any occupation, but must have been held in the Federal service. You must provide a copy of your most recent SF-50 that indicates proof of status, and shows Time in Grade (for example, you were a career or career-conditional employee) and identifies your position title, series, grade, step, salary, tenure, and type of service (Competitive or Excepted). If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must also submit your most recent promotion or within-grade increase in addition to your recent SF-50. If you previously held a higher grade, you must also submit any SF-50 showing that grade. DO NOT submit Award SF-50's and/or General Adjustment SF-50's as they cannot be used to prove time-in-grade.
For a GS-13 position you must have served 52 weeks at the GS-12 level.
MINIMUM QUALIFICATION REQUIREMENT: You may qualify based on your experience as described below:
GS-13 Grade Level:
Specialized Experience: Applicants must have one year of specialized experience equivalent to the next lower grade of GS-12 level in the normal line of progression for the occupation in the organization.
The applicant must document knowledge and/or experience writing and publishing federal regulations; knowledge and/or experience researching federal statutes, regulations, court decisions, policies and procedures pertaining to the adjudication of Veterans' claims for Compensation or related benefits; knowledge and/or experience adjudicating Veterans' claims for disability compensation or related benefits; knowledge and/or experience with VA Compensation Service policymaking; ability to train and review work of others while maintaining effective work relationships; possess expert oral and written communication skills.
Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Full vs. Part-Time Employment: Full-time employment is considered to be at least 35 hours per week. Part-time experience will be credited on a pro-rated basis; when including part-time employment in your resume you must specify the average hours worked per week.
Physical Requirements: Work is primarily sedentary but involves use of a personal computer so a degree of manual dexterity and
visual acuity enough to use these tools is required. Occasional standing, bending, walking, and stooping
are also necessary. Some slight physical effort is required in that incumbent lifts and carries reference
books, files. and similar items. No special physical demands are required
