The primary purpose of this position is to be the senior manager of executive and personnel programs, officer actions, Active Duty Operational Support - Active Component (ADOS-AC) military personnel appropriations (MPA) and contingency manning for the Component headquarters and assigned subordinate units.
Duties
Provides direct executive support and guidance on the planning and administration of the Component's senior leader, officer promotion management, squadron commander, force development and nominative programs.
Responsible for managing Military Personnel Appropriations (MPA) for the Component.
Manages Contingency Manning Requirements for the Headquarters Staff, Component and Air Operations Center.
Prepares and presents briefings, written correspondence and other documentation.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, 0201 Series.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes 1) Providing knowledge of agency personnel programs guidance, policies, and procedures to include, military personnel programs, senior officer promotions, career development, career progression, professional development and a broad range of agency and joint officer nominative programs, with expertise in senior officer and General Officer personnel actions. 2) Applying knowledge of military personnel appropriations (MPA) principles, concepts, theories, legal requirements, and methodology, including standardized administrative practices and procedures common to the organization and area of responsibility; to gather facts, respond to questions, ensure regulatory compliance, and provide advice to senior officials. 3) Using a working knowledge of analytical methodologies to evaluate and interpret personnel and appropriations data to draw conclusions, draft recommendations and provide executive summaries. 4) Administering a knowledge of the organization, mission, functions, and operations of an Air Component, to ensure local implementation and guidance provided is responsive to meeting mission requirements. 5) Using standard office computer and proficient use of mainstream office document, slide and spreadsheet software, being familiar with accessing and operating AFPROMS, DCPDS and M4S. 6) Performing mathematical operations, qualitative and quantitative analytical methods, and basic accounting practices; managing appropriations, performing research, evaluating, and analyzing resulting to make sound and logical conclusions and recommendations. 7) Establishing effective working relationships and communicating well with others, orally and in writing including preparing and conducting formal and informal briefings; exercising good judgment when working with General Officers; conducting business in a professional and courteous manner.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
An in-depth knowledge of Air Force personnel programs guidance, policies and procedures to include, but not limited to military personnel programs, senior officer promotions, career development, career progression, professional development and a broad range of AF and joint officer nominative programs, with particular expertise in senior officer and General Officer personnel actions.
Overall comprehensive knowledge of military personnel appropriations (MPA) principles, concepts, theories, legal requirements and methodology, including standardized administrative practices and procedures common to the organization and area of responsibility; to gather facts, respond to questions, ensure regulatory compliance, and provide advice to senior officials.
Knowledge of analytical methodologies is needed to evaluate and interpret personnel and appropriations data in order to draw conclusions, draft recommendations and provide executive summaries. Proficient math skills and ability to perform statistical computations is required.
Knowledge of the organization, mission, functions, and operations of an Air Component, as well as higher echelon organizations such as HAF, ACC, Joint Staff and combatant commands, to ensure local implementation and guidance provided is responsive to meeting mission requirements.
Skill using standard office computer and proficient use of mainstream office document, slide and spreadsheet software. Must be familiar with accessing and operating AFPROMS, DCPDS and M4S.
Ability to perform in mathematical operations, qualitative and quantitative analytical methods and basic accounting practices; to manage appropriations, perform research, evaluations and analyses resulting in sound and logical conclusions and recommendations.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
