The primary purpose of this position is to serve as Chief Congressional Actions and Inquiries for the Air Force Reserve.
Duties
Represents the Chief, Air Force Reserve (CAFR) as the Senior Legislative Liaison for formulating, coordinating, and processing extremely sensitive Congressional correspondences addressed to the Secretary of the Air Force, Chief of Staff Air Force, other Air Force offices, and Department of Defense (DoD) senior leaders.
Responsible for the Congressional engagement program for the Chief, Air Force Reserve (CAFR).
Prepares and plans for senior leadership testimony before Congressional Defense Committees.
Provides office continuity due to rotation of Deputy Director and Division Chiefs.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes expert knowledge of legislative activities of all Air Force appropriations and fund accounts to provide a basis for adjudicating budgetary marks and rendering propriety of funding decisions. Expert knowledge of the Air Force Reserve and Air Force organizations, mission, vision, goals, key programs, and resource management construct to ensure effective advocacy, develop legislative policies for program implementation and to solve organizational funding and manpower issues. Mastery knowledge of military command structure, mission, strategy, and organization relationships, the sequence and timing of key events and milestones, and methods of evaluating the effectiveness of planning actions as related to actual events in or dealing with Total Force and Congressional impacts.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Comprehensive knowledge of a wide range of established public laws, policies, concepts, principles, and practices as they relate to the legislative process.
2. Thorough knowledge of the working of the Senate and House of Representatives and the protocol and procedures that apply in dealing with its principals and staff members to prepare senior leaders for Congressional Hearings and engagements.
3. Knowledge of Department of Air Force program goals and objectives and ability to translate how the sequence and timing of those operational events and milestones affect the Air Force Reserve; methods of evaluating the effectiveness of planning actions related to actual events; and the relationship of the various entities involved in overall program planning and execution of AFR operations.
4. Knowledge of organizational structure and the respective organizational priorities required to sufficiently inform Congressional responses in the best interest of the organization.
5. Skill to communicate effectively both verbally and in writing, negotiate complex issues, and maintain good working relationships. Ability to rapidly recall details and communicate with AFR senior leadership is required for this position. Ability to exercise insight, judgment, and diplomacy for establishing and maintaining effective relations between Chief, Air Force Reserve and Congressional contacts.
6. Ability to analyze facts, identify problems, report findings, and make conclusions and/or recommended corrective actions.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

You will receive credit for all qualifying experience, including volunteer experience.
