About the Position: Serves as Chief, US Army Corps of Engineers Learning Center (ULC). Responsible for planning, developing and managing the Corps of Engineers Proponent Sponsored Engineer Corps Training (PROSPECT) Program. The incumbent's responsibility includes the management of course development, instruction, evaluation and financial management for an effective and efficient US Army Corps of Engineers schoolhouse.
Duties
Manage the Corps of Engineers Proponent Sponsored Engineer Corps Training (PROSPECT) program.
Direct the Learning Center for Professional Development operations.
Execute budget formulations, presentations and justifications; formulate validation and revise annual appropriation; perform budget execution and monitor obligations incurred and expenditures of funds.
Manage all training resources (instructional services, materials, equipment, facilities) required for execution of assigned courses.
Review program objectives and accomplishments to ensure operation effectiveness.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Selectee must be able to obtain and maintain a SECRET level of security clearance.
- Selectee is subject to a one year supervisory probationary period.
- This position requires the incumbent to conduct business travel (TDY) up to 30% of the time.

BASIC REQUIREMENT for Supervisory Education and Training Specialist GS-1701-14:
A. Degree: Bachelor's degree (or higher degree) that included or was supplemented by major study in Education or in a subject-matter field appropriate to the position, such as Curriculum and Instruction.
OR
B. Combination of Education and Experience: Courses equivalent to a major in Education, or in a subject-matter field appropriate to the position, such as Curriculum and Instruction, plus appropriate experience or additional course work that provided knowledge comparable to that normally acquired through the successful completion of the four-year course of study described in A above.
IN ADDITION TO THE ABOVE BASIC REQUIREMENT, YOU MUST MEET THE FOLLOWING EXPERIENCE REQUIREMENT:
Specialized Experience: One year of specialized experience which includes work that involves directing the development operations for a learning center through a group of professional, technical, and support personnel; managing all training resources (instructional services, materials, equipment, facilities) required for execution of assigned courses and performing budget execution and monitoring obligations incurred and expenditures of funds. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13).
Some federal jobs allow you to substitute your education for the required specialized experience in order to qualify. For this job, in addition to meeting the Basic Requirement, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
