THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION. This National Guard position is for a TITLE 5 FIREFIGHTER (HAZARDOUS MATERIALS TECH/BASIC LIFE SUPPORT) (127 CES), Position Description Number T6311000 and is part of the MI 127 Wing, National Guard.

Duties

***THIS IS A LEGACY TITLE 5 AF PD CONVERTING TO NG EMPLOYEES*** The primary purpose of this position is: To serve as a Firefighter (Hazardous Materials Technician/Basic Life Support) assigned to a crew engaged in airfield and structural firefighting and crash-rescue operations. Drives an operates firefighting vehicles of significant complexity to respond to the presence or potential releases of hazardous materials (HAZMAT), for the purpose of stopping or controlling the release, and to conduct performance of non-invasive emergency medical procedures. 1. Performs hazard and risk assessment and conducts a complete incident analysis. 2. Performs Basic Life Support. Initiates established medical protocols in providing basic life support. 3. Drives and operates firefighting vehicles, such as pumpers, aerial ladder trucks, and Airport Rescue Fire Fighting (ARFF) vehicles. 4. Performs crash-rescue and firefighting duties involving air traffic or support operations where hazardous conditions are such that the expectancy for fire is high and potential for becoming destructive is great. 5. Performs structural firefighting duties for a variety of facilities, which may include large multistoried buildings, industrial areas, and/or base storage facilities. 6. Maintains firefighting equipment and fire station facilities. 7. Complies with health, safety, and environmental rules and procedures and performs work in a manner that enhances the safety of the work environment. 8. Qualifications

Must be certified by the DOD Firefighter Certification system as Airport Fire Fighter (includes Firefighter I, II), HAZMAT Awareness, HAZMAT Operations, HAZMAT Technician, Apparatus Driver Operator - Pumper, Apparatus Driver Operator - Aircraft Rescue and Firefighting (ARFF), Apparatus Driver Operator - Mobile Water Supply (MWS). Must have National Registry Emergency Medical Technician - Basic (EMT-B) or another State equivalent and capable to obtaining Michigan EMT-B certification. Specialized Experience: Experience that demonstrated the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position. Such duties may include (1) controlling or extinguishing fires as a member of an organized military, industrial, volunteer, or governmental fire department or brigade; (2) rescue operations; (3) detection, reduction, or elimination of potential fire hazards; (4) operation of fire communications equipment; (5) controlling hazardous materials incidents and/or (6) developing, implementing, or providing training in fire protection and prevention. Firefighters (Hazardous Materials Technician) at the GS-07 level, respond to the presence or potential release of HAZMAT for the purpose of stopping or controlling the release using specialized protective clothing equipment. Response to the incident is more aggressive in that the technician will approach the point of release to plug, patch, or otherwise stop the release of a hazardous substance. The Firefighter employs hazard and risk assessment techniques to complete incident analysis; develops an appropriate strategy for approaching the release site and containing the release; implements the response; continuously evaluates the effectiveness of the situational response and recommends potential alternative or supplementary actions; assists in incident debriefings and critiques; prepares incidents reports and documentation; and maintains and decontaminates HAZMAT response equipment and supplies. Firefighters (Basic Life Support) at the GS-07 level, follow protocols in providing basic life support. The firefighter performs emergency procedures that are noninvasive. Some examples are performance of initial and on-going focused patient assessment and physical examination; determining priority of patient care based on assessment and physical examination; determining priority of patient care based on assessment of findings; taking, recording, and monitoring patient's baseline vital signs; managing respiratory and cardiac emergencies to include performance of cardiopulmonary resuscitation or automatic external defibrillation; splinting and immobilizing fractures and dislocations for transport; assisting patients in taking emergency medications for certain complaints under the direction of standing orders or of a physician; employing a variety of established emergency medical techniques to stabilize the patient for transport as soon as possible to the receiving facility; and assisting intermediate life support or paramedic staff members.
