About the Position: The Airfield Operations Specialist is responsible for maintaining liaison with military, federal, and local agencies concerning airspace utilization, flying operations, aircraft emergencies, search and rescue operations, and natural disasters. This position is located in the Airfield Division at the Joint Base Lewis-McChord (JBLM) Training Center in JBLM, WA.

Duties

Perform daily airfield inspections/checks for conditions, physical security, and force protection to ensure a safe airfield environment. Participate in the scheduling of airfield activities with tenant and transient aviation units requiring use of the airfield. Assist the Airfield Manager, or designated representative in the research and evaluation of airfield data that is specific to airfield facilities, construction plans for the airfield, and changes/modifications to airfield construction projects. Process flight plans, conducting necessary research and/or queries in the coordination of scheduled flights.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
  • This position is subject to a pre-employment drug screening, and random testing thereafter, to include testing based on reasonable suspicion and testing due to direct involvement with an on-duty accident.
  • This position has been designated "Mission Essential". In the event of severe weather conditions or other such emergency type situations the incumbent is required to report to work or remain at work as scheduled to support mission operations.
  • The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.
  • Appointment to this position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
  • This position has a Temporary Duty (TDY) or business travel requirement of 10% of the time.
  • This position required the employee to possess or obtain and maintain a Flight-line Driver's License per AR 95-2.
  • This position requires irregular hours of work, and rotating shifts to include nights, weekends, and holidays with high periods of stress. Subject to changes in shift assignments following regulated notice periods.
  • This position has been designated as "Key" and shall not be vacated during a national emergency or mobilization as doing so would seriously impair the capability of the organization to function effectively.

Specialized Experience: One year of specialized experience in the Federal service which includes providing necessary weather and airport information to include relaying clearances, position locations as reported by aircraft, and traffic advisories of reported traffic to pilots and/or aircrews to complete their intended flight safely; operate direct voice communications equipment (i.e., air-to-ground radio); and send or receive emergency messages to/from aircraft crew to enable appropriate emergency response actions. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07). OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Traffic Management, Transportation or other fields related to the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. You will be evaluated on the basis of your level of competency in the following areas: Data SystemsIncident ManagementOral CommunicationTechnical Competence Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-07).
