About the Position: The incumbent of this position serves as Transportation Operations Specialist of the 833rd Transportation Battalion, Pacific Northwest Detachment, Terminal Operations Section located in Tacoma, Washington. Works under the general supervision of the Terminal Operations Officer
Duties
Plans, advises, and monitors the movement of cargo into, through, and from the ports in the area of responsibility (AOR).
Interprets and implements cargo plans, making adjustments when warranted to provide an efficient flow of cargo through the terminal.
Acts as alternate Contracting Officer's Representative (COR) to ensure quality control of contractor performance and reviews documentation for contractor pay.
Provides operating and program transportation advice to government agencies and commercial companies to achieve the Battalion's goals.
Coordinates with and provides advice to Army Reserve Units training or operating at military or commercial terminals within the Battalion's AOR.
Serves as in-house Hazardous Materials (HAZMAT) expert, providing advice and guidance with unusual circumstances and problems.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Incumbent is required to submit a Financial Disclosure Statement, OGE-450, Executive Branch Personnel Confidential Financial Disclosure Report.
- Work conditions sometimes require the incumbent to work outside during all types of weather.
- This position requires the incumbent to obtain/maintain a SECRET clearance.
- Employee must be able to obtain and maintain a valid State or government driver's license.
- This position requires the completion of a pre-employment Physical Examination and an annual examination thereafter to ensure the continued, required level of physical health and ability or fitness to perform the duties of the position.
- Shiftwork, to include weekends, may be required.
- Incumbent must be able to obtain and maintain Contracting Officer Representation (COR) license/certification.
- Incumbent may be required to travel up to 25% to perform duties.
- This position is designated as emergency-essential (EE). During a crisis situation, the incumbent, or designated alternate, may be required to deploy or to perform temporary duty assignments overseas in support of military operations.
- Incumbent may be required to take part in readiness exercises and training to include weapons training.
- Incumbent may be required to incur a one-year trial period.
- This position has been designated as "Key" and shall not be vacated during a national emergency or mobilization as doing so would seriously impair the capability of the organization to function effectively.
- This position has been designated "Mission Essential". In the event of severe weather conditions or other such emergency type situations the incumbent is required to report to work or remain at work as scheduled to support mission operations.
- The incumbent of this position must be capable of deploying to foreign and domestic ports with short notice.
- Incumbent must meet the requirements under the Lautenberg Amendment/Domestic Violence Misdemeanor Amendment to the Gun Control Act of 1968.
- This is an obligated position. An obligated position is one to which an employee has statutory restoration rights or entitlement based on active military service, recovery from a compensable injury, or return rights based on an overseas tour.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: One year of specialized experience which includes 1). Coordinating between entities such as military and civilian federal agencies, local authorities, the contractor workforce, and organizational staff to provide transportation advice; 2). Advising on unusual circumstances and/or problems involving Hazardous Materials (HAZMAT); 3). Resolving complex transportation issues involving movement of cargo into, through and from ports. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree with a major study in accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, or other fields related to the position.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
