Duties
The primary purpose of this position is: to serve as one of the Air Operations Specialists that plan, analyzes, tasks, and coordinates USTRANSCOM validated mission support requirements to global mobility air operations. The work accomplished by this organization ensures the accurate and timely planning, processing, and coordination of mission support capabilities for both commercial and organic airlift missions, to support direct combat support, humanitarian, SAAM, Contingency and identified JCS exercises of the supported CCMDs. Integrates the Total Force to implement directives/tasks from government agencies for the movement of national and international resources in response to peacetime/wartime requirements. Coordinates mission support requirements for POTUS and TOP 5 customers as needed.
Responsible for planning, coordinating, and implementing all aspects of global mission support requirements in support of Air Mobility Command and/or supported Combatant Commands.
Coordinates mission support personnel and equipment with users, USTRANSCOM, commercial carriers, airfield managers, base/supporting agencies, and 618 AOC elements as required by the mission's nature and magnitude.
Supports the development of complex detailed deployment Orders/Concepts of operation (CONOPS) for high- visibility airlift support missions. Coordinate orders/CONOPS with directorate and division leadership.
Ensures appropriate mission support changes are implemented to enhance mission execution.
Acts as one of the command's OPR for air transportation/global mobility support operations procedural matters affecting command automated computer systems that affect CJCS exercises, contingency, humanitarian, and POTUS, TOP 5 mission sets.
Serves as a staff specialist advising senior AOC/AMC staff on complex global mobility support operations issues.

- This position may be required to perform shift work during contingency operations and as required by the supervisor
- May occasionally be required to work other than normal duty hours and/or shift work may be required which may include overtime and/or irregular hours
- Incumbent will be required to work in response to short-notice contingency operations
- Workload requires weekend and uncommon hours
- Position requires on-call duty to support worldwide operations and short-notice, high-priority missions during and after normal duty hours
- Must be able to obtain and maintain a SECRET security Clearance
- Temporary Duty (TDY) may be required; TDY may require the use of regularly scheduled military or commercial transportation
- Incumbent must be able to work independently under pressure for varying periods of time, as well as work overtime
- Will be required to work independently to resolve/provide solutions to a myriad of problems requiring air operations/mission support expertise
Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Transportation Operations Series, 2150.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes experience in maintaining, retailing, purchasing, or procurement of automotive, rail, air, bus, or other transportation equipment or services, or in the operation of a commercial transportation facility or terminal. This experience must have demonstrated knowledge of fleet operations; familiarity with Federal, State, and municipal regulations governing the use of transportation vehicles; and the maintenance of inventories and cost computations; Mastery knowledge of global mobility mission support/contingency response operations to include knowledge related to one or more of the following areas: airfield/airbase opening, JTF-PO operations, air mobility support operations, air operations support planning, special air support operations, distinguished visitor support, aerial port/maintenance support operations, deployed aircrew management requirements; Mastery knowledge of the command air transportation operations systems, its capabilities and how it incorporates transportation requirements and operations if serving in a Functional Area Manager capacity; Mastery knowledge of air operations involving air assets, enroute infrastructure, and employment of mission support and Contingency Response Forces.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of a wide range of air transportation operations policies, principles, practices, operational concepts, procedures, guidelines, operations directives, plans, regulations, techniques, systems and processes.
Knowledge of Air Force program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions as related to actual events.
Knowledge of the relationship of the various Air Force entities involved in overall planning and execution of military operations.
Knowledge of Air Force transportation/logistic operations expertise as it applies to assigned programs, and knowledge of global mobility support forces.
Knowledge of Air Force airlift operations concepts, objectives, and applicable directives to include contingency and exercise planning and execution airlift principles, procedures, and concepts.
Ability to effectively manage and direct transportation activities and resolve technical issues. Ability to gather, assemble and analyze facts, draw conclusions, conduct analysis, devise recommended solutions, and package the entire process in briefings, papers, or reports suitable for top management use and decision-making. Ability to communicate effectively both orally and in writing; negotiates complex issues; and maintains good working relations.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
