You will serve as a SUPERVISORY IT SPECIALIST (SYSANALYSIS) in the SOFTWARE ENGINEERING 54000 of NAVWARSYSCEN ATLANTIC CHARLESTON SC.

Duties

You will serve as the Tier 4 Supervisor within the 5.4.1 Enterprise Engineering Competency under 5.4 Software Engineering. You will provide leadership and cognizance over software development, software integration, and IT service management efforts within NIWC LANT. You will assist in the development and implementation of a workforce that addresses competency needs in the area of people, processes and tools. You will conduct supervisory duties which entails administration of time and attendance, travel, performance assessment, and other personnel matters You will perform needs analysis to define opportunities for new or improved business process solutions and develop overall functional and software systems requirements and specifications. You will will focus on the efficient and effective use of ?Software Engineering? competency practices, tools and processes, continuous process improvement, and the collective technical proficiency of the ?Software Engineering? workforce. You will manage, direct, and coordinate a geographically dispersed workforce in a Competency Aligned Organization, to deliver complex products and services to customers. You will demonstrate knowledge of computer applications, services and infrastructure, and software development and integration. You will demonstrate knowledge of the Software development life cycle. You will consult with customers to identify and specify requirements and definine software systems scope and objectives.

  • This position is designated as a Cyber IT/Cybersecurity Workforce position. You must obtain and maintain the credentials as described in SECNAV M-5239.2 for specialty area 641 level Advanced/Master within 12 months of appointment.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: As a lead or supervisor responsible for developing requirements and specifications for systems that meet business requirements of customer organizations. Qualifying experience may include: Define software systems scope and objectives; Consult with customers to identify and specify requirements; Evaluate and recommend new or enhanced approaches to delivering IT services. . Your experience must reflect skill in the following areas: attention to detail, customer service, oral communication, and problem solving. 1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. IT-related experience demonstrating this competency include: Determine best approaches for implementation within the technical environment. 2. Customer Service - Works with clients and customers (that is any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services, IT-related experience demonstrating this competency include: Consult with customers to identify and specify requirements. 3. Oral Communication: Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. IT-related experience demonstrating this competency must include: Counsel, mentor, motivate, and lead employees to resource existing and planned tasking. 4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. IT-related experience demonstrating this competency must include: Provide technical advice and recommendations to management and other technical specialists on critical IT issues.
