You will serve as a HUMAN RESOURCES SPECIALIST, CHIEF OF STAFF to the Director, Navy Office of Civilian Human Resources.
This position monitors the completion of OCHR's priorities and initiatives and ensures policies are in place to accomplish the mission of Navy Civilian HR.
Duties
You will be responsible for establishing staff objectives, developing long-range plans and identifying required resources in order to promote an efficient, economical and progressive organization.
You will be responsible for developing administrative policies and guidance concerning staff procedures, staff management practices, and staff action control.
You will be responsible for all correspondence, reports, and briefings pertaining to civilian personnel matters to ensure content is technically accurate and constitutes a sound civilian human resources position.
You will be responsible for identifying problem areas pertaining to mission related activities, staff operations , internal staff personnel and administrative matters.
You will be responsible for determining the impact of civilian human resources policies and programs, conducting short-term analysis, overseeing projects, and coordinating staff actions.
You will advise and provide recommendations to the Director, Office of Civilian Human Resources (OCHR) and senior leadership on projects involving complex and sensitive civilian human resources management issues.
You will conduct studies of complex Human Resources program issues and develop recommendations for improvements.
You will serve as the primary strategic communications point of contact within the organization, communicating OCHRs goals, priorities, and interests to the immediate staff and senior leaders.
Requirements

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
- You will be required to obtain and maintain an interim and/or final SECRET security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Preparing staff-level packages in response to high-level civilian human resources programs (i.e. point papers, information papers, inquiry responses), utilizing electronic tasking tracking system to respond to inquiries from higher-level authorities, analyzing human resources programs, and developing agency policies related to human resources programs or issues.
