This position is located in the Department of Health and Human Services, Assistant Secretary for Planning and Evaluation, headquartered in Washington, District of Columbia.
Duties
WHAT YOU'LL BE DOING DAY TO DAY
As an Economist, you will use your knowledge of and experience with the Assistant Secretary for Planning and Evaluation to optimize business results and customer experience by:
Using economic theory and economic research/health services research methods, the Economist will systematically collect, analyze, and interpret economic and related data and present economic knowledge in usable form for policy development and decision? making.
Providing analytical support and advice to the Assistant Secretary and Deputy Assistant Secretary on a variety of economic, health policy and regulatory issues.
Identifying and analyzing legislation, regulations, executive directives, and Departmental policy issuances that may have an impact on the current activities, goals, and/or mission of the Department.
Developing data and analyses to be used to show the benefits and cost of HHS programs, including regulatory actions, either directly or by coordinating a staff team.
Independently designing and carrying out analyses and syntheses in support of those responsible for answering Congressional and constituent organization requests, including controlled correspondence, telephone and other immediate requests that are highly sensitive and complex.

Qualifications
WHAT WE ARE LOOKING FOR
Basic Qualifications:
A. Must have at least a bachelor's degree in economics, that included at least 21 semester hours in economics and 3 semester hours in statistics, accounting, or calculus.
OR
Must have a combination of education and experience: courses equivalent to a major in economics, as shown in A above, plus appropriate experience or additional education.
Additional Qualification Requirements: In addition to meeting the Basic Qualification Requirements candidates must also:
For GS-12 Grade Level:
Have at least one year of specialized experience, equivalent to the GS-11 grade level in the Federal service that includes performing ALL of the following:
1) Assisting in preparing various presentations or correspondence to inform program management or analysis.
2) Preparing reports that interpret or evaluate the published literature on topics related to health care.
3) Planning, coordinating, or managing research or analytic health care data projects.
For GS-13 Grade Level:
Have at least one year of specialized experience, equivalent to the GS-12 grade level in the Federal service performing ALL of the following:
1) Conducting analysis or research related to understanding the economic outcomes of health care utilization;
2) Applying methodologies and approaches for collecting, linking and analyzing health data for analysis or research;
3) Analyzing health policy and determining applicability to major federal health programs or initiatives.
