This position is located at the Jesse Brown VA Medical Center, Chicago, IL and is organizationally aligned under Geriatrics and Extended Care (G&EC) Service program areas. The primary purpose of the position is to provide administrative leadership and coordination, both within and outside of G&EC Service and Medical Center, as appropriate.
Duties
Major duties and responsibilities are administrative in nature and involve the entire operation of the Geriatrics and Extended Care program - the Community Living Center (CLC), Home Based Primary Care (HBPC), Contract Adult Day Health Care (CADHC), Contract Community Nursing Home Program (CNH), GeriPACT, the Dementia Program, Home Hospice Program, and Homemaker/Home Health Aide Program (H/HHA).Duties Include:
Interpreting and applying contract and procurement regulations. Directs others regarding the preparation of requisitions and purchase orders and ensures adherence to policies and regulations. Advises management officials regarding the impact of changing regulations on the organizations and recommends changes in organization procedures to conform to new policies.
Responsible for developing space requests and coordinate movement of assets with Engineering Service and Environmental Management Service (EMS). Coordinates the administrative aspects of office moving, office construction, and other facility improvements including furniture, equipment, telephones, and short-term storage.
Collaborates with other offices to arrange and coordinate space activities. Performs property management tasks. Prepares presentation materials related to financial, space, and equipment programs.
Serves as the administrative resource for G&EC personnel management actions. Listens to problems and concerns of the employees and secures employee advice from Human Resources.
Coordinates and participates in disciplinary actions and responds to appeals and grievances.
Maintains necessary controls and suspense files; compiling and submitting necessary paperwork for appointment and staffing purposes; implements professional standards board actions and assures annual performance appraisals are completed in accordance with current regulations and established time frames; coordinates employee placement, follow-ups, and clearances; merit promotion actions; performance evaluations and awards; classification actions; counseling and disciplinary actions; maintains knowledge of VA/local union agreements; coordinates union involvement in personnel related matters. Attends hearings when requested. These duties may involve working with EEO Investigators and others in resolving personnel problems and taking personnel actions.
Participates in the selection process of staff for G&EC. Assists in oversight of the clerical employees ensuring assigned workloads are accomplished on a priority basis. Provides guidance and administrative support in developing or rewriting position descriptions and performance standards.
Works closely with credentialing specialists to ensure all credentialing and privileging requirements are current, current, and complete prior to any request for a physician to enter on duty, or prior to any request for changes in clinical privileges. Develops and coordinates internal review systems to assure that both clinical and administrative activities are in compliance with agency, accrediting and regulatory requirements. Works closely with the ACOS of G&EC to ensure the agency's and the medical center's EEO goals and objectives are met.
Requests information and feedback on a timely basis from G&EC program coordinators for the purpose of reviewing, compiling, correcting, and preparing for required signatures numerous recurring and nonrecurring reports and review related to the G&EC Service (e.g., TJC, VHA training, Congressional contacts and correspondence, and special administrative requests from the Executive Leadership of the medical center, VISN 12 Headquarters and VACO).
Provides technical support and assistance to staff in gathering and compiling materials from the abovementioned sources for the purpose of developing policy statements and completing special assignments and projects.
Prepares requests to the Resource Management Committee (RMC), ensuring that sufficient justification and supporting documentation are provided for committee review and recommendations to the Director.
Prepares the G&EC budget projections based on studies of past expenditures, knowledge of service requirements, changes in workload, and future goals of the service.
Work Schedule: 7:30am - 4:00pm Monday - Friday
Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications

Specialized Experience: At least one (1) full year of experience equivalent to the GS-9 level. Specialized experience is defined as experience that equipped the applicant with the particular knowledge, skills and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. For this position, specialized experience consists of: Experience in positions that required knowledge and skill in applying analytical and evaluative methods and techniques to resolve issues or problems; experience in positions that required substantive administrative support functions such as budget, finance, space planning, property management, supply and general administration management, personnel, procurement, and contracting; experience in positions that required knowledge of qualitative and quantitative analytical techniques to analyze both administrative and operational problems, and present written and oral recommendations; and working knowledge of advanced management principles, organizational theory, analytical and statistical methods, planning methodologies, budgeting and resource management.

Substitution of Education for Experience: A Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related, obtained in an accredited college or university which may be substituted for specialized experience to qualify for this GS 11, Administration Officer position if such education demonstrates the knowledge, skills and abilities necessary to do the work of the position. Combination of Experience and Education: Equivalent combinations of education at the Ph.D. level and specialized experience directly related to the work of the Administration Officer position as described above may be used to meet the experience requirement for this GS-11 position. Preferred experience:
Experience prioritizing and trouble-shooting a wide variety of issues for a healthcare department that oversees multiple home and community-based programs.
Experience with fiscal management/budget projections and preparation.
Experience with recruitment process for T38/GS employees.
Experience with VISTA, CPRS, TMS, and MSS/HR Smart programs.
Experience as an Automated Data Processing Applications Coordinator (ADPAC) and/or ability to triage technical issues for clinical and administrative employees.
