You will serve as a LEAD HUMAN RESOURCES SPECIALIST (MILITARY) in the NAVY PERSONNEL COMMAND (NPC) OFFICER ACCESSIONS AND PROMOTIONS BRANCH (PERS-806).

Duties

You will manage military personnel actions (e.g., awards, promotions, schools, assignments, retirements, separations, recruitment, retention) in support of a military personnel program. You will use a human resources information system to track or update position information. You will facilitate meetings with human resources leadership to solve problems.

Requirements

  • Must be determined suitable for federal employment.

  • Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Utilizing military personnel data systems, such as Officer Assignment Information System (OAIS), Officer and Enlisted Promotions Administrative System (OPAS), Acceptance and Oath of Office (ANO), Navy Standard Integrated Personnel System (NSIPS), etc. to gather, analyze, and present information to justify recommendations and/or actions; 2) Providing administrative support to revise business rules, instructions, and policy pertaining to program application; 3) Conducting studies on unit personnel readiness and/or recommending solutions to achieve readiness; and 4) Preparing and/or presenting findings, such as making presentation, developing training material, writing letters/memos, etc. regarding personnel studies. Education

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
  • Master's or equivalent graduate degree, or
  • Two (2) full years of progressively higher level graduate education leading to such a degree, or
  • LL.B. or J.D., if related
