This position provides program support for the Country Strategy Support Fund (CSSF) Branch. Coordinates and implements operational and financial management activities under the supervision of the CSSF Branch Director and more senior branch staff. Works closely with over 60 FAS field offices overseas, FAS Business Operation Division, FAS Budget Office, and Animal and Plant Health Inspection Service (APHIS) to carry out activities that advance the strategic trade expansion goals of FAS and USDA.
Duties
The duties described are for the full-performance level. At developmental grade levels, assignments will be of more limited scope, performed with less independence and limited complexity.
The duties may include, but are not limited to:
Conducts research to provide guidance and information to troubleshoot issues regarding programmatic operations.
Prepares and analyzes reports and correspondence, briefing materials, activity summaries, presentations, and memoranda on a variety of subjects.
Assesses, develops, and maintains web-based information and program management systems for Global Programs internal use and for communication with other program areas.
Conducts fiscal management functions manually, including developing specialized reports; providing synopses of recurring reports; advising more senior staff of trends; and disseminating consolidated summary reports.
Utilizes financial control systems to gather and track financial information.
Identifies areas requiring attention and suggests appropriate managerial and procedural corrections. Contributes and collaborates with more senior staff on assignment or in response to post inquiries or requests for assistance.
Requirements

TO QUALIFY AT THE GS-09 GRADE LEVEL: Applicants must possess one full year (52 weeks) of specialized experience (equivalent to the GS-07 level) that may have been obtained in the private or public (local, county, state, Federal) sectors, and which demonstrates all the following:
Assisting with the preparation and analysis of reports and correspondences, briefing materials, activity summaries, presentations, and/or memoranda on a variety of subjects.
Applying management and organizational principles, techniques, systems, and procedures.
Contributing to the organization, coordination, and management of the flow of information, administrative services, and/or other related activities.
Familiarity with financial systems to assist with maintaining program budgets.

SUBSTITUTION OF EDUCATION FOR SPECIALIZED EXPERIENCE: Master's or equivalent graduate degree, or
2 full years of progressively higher-level graduate education leading to such a degree, or LL.B. or J.D., if related.
TO QUALIFY AT THE GS-11 GRADE LEVEL: Applicants must possess one full year (52 weeks) of specialized experience (equivalent to the GS-09 level) that may have been obtained in the private or public (local, county, state, Federal) sectors, and which demonstrates all the following:
Preparing and analyzing reports and correspondences, briefing materials, activity summaries, presentations, and/or memoranda on a variety of subjects.
Applying management and organizational principles, techniques, systems, and procedures, and providing recommendations to management on appropriate corrective measures.
Independently organizing, coordinating, and managing the flow of information, administrative services, and/or other related activities.
Utilizing financial systems to assist with budgeting, receiving, reviewing, and maintaining overall program budgets.

SUBSTITUTION OF EDUCATION FOR SPECIALIZED EXPERIENCE: Ph.D. or equivalent doctoral degree, or
3 full years of progressively higher-level graduate education leading to such a degree, or LL.M., if related.

COMBINATION OF EDUCATION & EXPERIENCE AT THE GS-09 and GS-11 GRADE LEVELS: Applicants may have combinations of successfully completed education and specialized experience to meet total qualification requirements. The total percentages must equal at least 100 percent to qualify for that grade level.
