The primary purpose of this position is to serve as a Human Resources Specialist (Recruitment & Placement), in a developmental capacity, performing assignments for Center-level organizations that are designed to further develop applicable analytical and evaluative skills and techniques.

Duties

Provide recruitment and placement services to complex and dynamic organizations. Perform a full range of staffing advisory services to organizations serviced. Lead or participate in special initiatives, studies and projects, and affirmative employment activities. Prepare written correspondence and other documents. Extend job offers, establish reporting dates, and coordinate with all responsible personnel to ensure pre-employment requirements are met.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. TARGETED POSITIONS: This position is a developmental GS-07 Target GS-12 position. This position may be filled at any grade level. Individual selected may be promoted without further competition, upon meeting all legal and regulatory requirements. Starting salary indicated on this vacancy announcement is for the (GS-07). Attainment of knowledge, skills, and abilities is required before promotion to the next higher grade and is dependent on demonstrated ability to perform the duties of the next higher grade level, meeting all regulatory requirements, and recommendation for promotion by the supervisor. Promotion is neither implied nor guaranteed. Military Spouse candidates exercising their preference will be placed at the full performance level, if considered to be best qualified and selected. SPECIALIZED EXPERIENCE FOR GS-07: Applicants must have at least one year (52 weeks) or will have one year within 120 days of closing of this announcementof specialized experience at the next lower grade (GS-05), or equivalent in other pay systems. Examples of specialized experience such as assisting/supporting a human resources office, completing and/or reviewing a variety of human resources forms for relevance and accuracy, or applying human resources principles and practices to advise and/or resolve non-complex, non-controversial, well-precedent factual, procedural, and/or recurring issues. SPECIALIZED EXPERIENCE FOR GS-09: Applicants must have at least one year (52 weeks) or will have one year within 120 days of closing of this announcement of specialized experience at the next lower grade (GS-7), or equivalent in other pay systems. Examples of specialized experience such as interpreting and/or applying human resources recruitment, placement and affirmative employment concepts, principles and regulations commonly used in the recruitment and placement process; or advising management officials on various types of appointments/hiring authorities, and/or processing associated personnel actions using automated systems. OR EDUCATION: Applicant must have successfully completed a master's or equivalent graduate degree, or two full years of progressively higher-level graduate education leading to such a degree, or LL.B. or J.D., if related. OR EDUCATION: Applicant must have a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher-level graduate education leading to such a degree, or LL.M., if related. Examples of specialized experience such as planning, developing and carrying out the full range of recruitment, placement, affirmative employment and related management advisory services for assigned organizations such as accomplishing a wide range of complex, interrelated activities; and troubleshooting very difficult problems referred by less experienced staffing specialists; or advising management on recruitment strategies to aid in strategic recruitment planning; and/or processing competitive and non-competitive actions to include performing job analysis and developing assessment tools for vacancies; researching and/or analyzing personnel procedures, guidelines regulations and policy reference materials and/or developing recommendations and solutions. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: GS-07: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-05). GS-09: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-07). GS-11: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09). GS-12: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11). KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of the full range of Federal HR affirmative employment, recruitment, and placement principles, concepts, practices, and analytical techniques. Knowledge of the provisions of a variety of public laws, Executive orders, and Federal regulations regarding recruitment and placement, and affirmative employment. Knowledge of other HR processes sufficient to relate recruitment and placement issues to them. Skill in advising management on controversial or sensitive, complex, and difficult recruitment, placement, and affirmative employment issues and problems. Ability to perform in-depth research, gather facts, and use extensive and effective analytical and evaluative methods to accurately assess information and make sound decisions involving complex recruitment and placement problems.
