About the Position:
This position is with the US Army Corps of Engineers, Institute for Water Resources (IWR).
This position may be located in Pittsburgh, PA, Louisville, KY, or Lakewood, CO.
This position will be filled on a permanent basis. Position is being filled at the GS-09 target GS-11 level.
Duties described reflect the full performance GS-11 level. Duties will be performed in a developmental capacity under close supervision.
Duties
Serves as a budget analyst for the Risk Management Center (RMC) in support of one or more national programs.
Manages all budgetary aspects of a national program, including ability to prioritize multiple tasks and deliverables to accomplish the mission, program objectives, and meet management expectations.
Conducts analyses, reviews, and special studies of budget and/or related information.
Provides effective communication to senior leaders, a broad range of technical and non-technical staff and partners in other organizations.

- This position has been designated as a FINANCIAL MANAGEMENT Level 2 Certified position. Failure to obtain this certification within the required time may subject the incumbent to adverse action.

GS-09 Specialized Experience: One year of specialized experience which includes: 1) Assists in performing budget formulation work involving preparation of detailed analyses of annual and/or multi-year budget estimates for assigned programs into a consolidated budget request; 2) Utilizes automated budgetary system(s) and computer-generated products in accomplishing budgeting assignments.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-07).
OR
Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.
GS-11 Specialized Experience: One year of specialized experience which includes: 1) Performs budget formulation work involving preparation of detailed analyses of annual and/or multi-year budget estimates for assigned programs into a consolidated budget request; 2) Develops background data, information, and documentation to support national dam and levee safety budgets, including research, data compilation and summarization of relevant budgetary data.
This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).
OR
Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.

Education
