This position is part of the Office of Environmental Management - Los Alamos Field Office, Department of Energy. As a Supervisory Program Manager, you will serve as the Director of the Office of Clean Up Execution (OCX). OCX leads all operational oversight, through a technique called Line Management, of the legacy waste cleanup contractor's mission accomplishment.

  • You are required to submit a Financial Disclosure Statement, OGE-450, Executive Branch Personnel Confidential Financial Disclosure Report within 30 days of entering the position and annually (5CFR Part 2634, Subpart I USOGE, 6/08).
  • First time supervisors will be required to serve a 1 year probationary period.
  • This position is a Testing Designated Position (TDP) subject to applicant testing and random drug testing thereafter. Failure to test or a positive result on random drug tests conducted after appointment may result in removal from Federal employment.
  • A preliminary background check must be completed before a new employee can begin work. Current Federal employees or other individuals with an existing completed background investigation may not be required to undergo another background check.
  • This position has been designated as Critical-Sensitive and requires a security clearance at the Q-LEVEL. The incumbent is required to obtain and maintain this clearance level; failure to do so may result in separation from federal service.
  • Hiring incentives may be authorized for a highly qualified candidate based on budget availability and in accordance with federal regulations.
  • This position is included in the Department of Energy's Technical Qualification Program (TQP).
  • This position is designated as a Senior Technical Safety Manager.

Qualifications

SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the GS-14 level. Specialized experience for this position is defined as meeting 02 of 03 of the following: Participates and leads the Office of Clean Up Execution (OCX) staff in contractor assessments facilitating operating activities such as coordination, integration, oversight, and evaluation of assigned elements of the EM-LA legacy cleanup program. Directs the development and vetting of plans and procedures, as well as training plans, for OCX staff. Oversees contractors including requiring extensive coordination, integration, and execution of a significant number of mission-critical and complex programs. The OPM Group Qualification Standard for this position is: General Schedule Qualification Standards (opm.gov) "Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Time-in-Grade: Current Federal employees must meet time-in-grade requirements by the closing date of this announcement to receive consideration. CTAP/ICTAP candidates: To be considered "well qualified" you must (1) meet all of the requirements as described in this section; and 2) be rated "well-qualified", which is defined as having a score of 85 or better. You must meet all qualifications and eligibility requirements by the closing date of this announcement.
