A successful candidate in this position will support the Office of the Manager, NA-LA, by providing Overall management of Field Office Business, Security and Missions activities, and administering and overseeing the performance of the Management and Operating (M&O) contract.

Duties

As a Program Manager you will: Overall management of Field Office Business, Security and Missions activities. Administers and oversees the performance of the Management and Operating (M&O) contract. Oversees contractor assurance, assessment, human resources programs, and other business programs at LAFO. Provides support for NNSA and non-NNSA programs; ensures adequate safety, control of nuclear explosives, nuclear weapons and weapons components. Provides program execution support and prepares Field Office-specific plans to include the Ten- Year Comprehensive Field Office Plan. Manages infrastructure and facilities program execution at the Field Office, prepares specific plans, and participates in the development of the facilities and infrastructure recapitalization program. Manages the performance of the Management and Operating (M&O) contract at the Field Office. Manages and administers contracts at the Field Office and utilizes contracting officer authority to direct, oversee, and evaluate the work of the M&O contractor. Provides assistance to program managers. Administers Field Offices specific non-M&O contracts and purchase card acquisition. Participates in NNSA's strategic planning activities related to procurement and acquisition. Oversees administration of the Small Business Program for M&O contracts at the Field Office. Utilizes the Service Center and NNSA finance and accounting programs to ensure the use of proper oversight and controls at the Field Office. Oversees planning, management and implementation of the Safeguards and Security Program at the Field Office. Approves the contractor's Field Office of Safeguards and Security Plans (SSSP) or equivalent. Oversees Field Office material control and accountability program and administer the information security program for the Field Office and contractor. Oversees cyber security operations at the Field Office. Implements DOE policy on foreign visits and manages NNSA and Work- for-Others funded counter intelligence programs. Implements Field Office-specific Environmental Management (EM) funded projects, including those related to technical, fiscal, safety and health and management environmental restoration projects. Oversees planning, management and implementation of the environmental protection, compliance and operations programs at the Field 0ffice, including waste management, environmental restoration; ensuring compliance with regulatory requirements and NNSA/DOE/LANL compliance agreement commitments; ensuring that the waste management program is cost effective and efficient, National Environmental Policy Act implementation, environmental monitoring, and other related activities. The Deputy Manager will exercise supervisory and managerial authorities through subordinate supervisors. Including but not limited to the following: assignment of work, evaluation of work performance, recommend approval of staff selections, resolves employee complaints, effects disciplinary action as required, identification of training needs and assures necessary funding, and recommends awards/bonuses.

A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower NNSA Demonstration Project pay band or GS grade level in the Federal service, i.e., EN/NN/NQ-04 or GS-15. Specialized experience for this position is defined as: Experience managing a team of subject matter experts (i.e. engineers, scientists, environmental specialists, security professionals, other similar specialists) with ALL of the following responsibilities: 1. Compliance oversight (safety, security, financial, or environmental compliance) 2. Program or project management. 3. Contracting/contract management, quality assurance. Examples of qualifying experience include but are not limited to: 1. Experience managing a complex facility project or program. 2. Experience preparing and reviewing oversight/compliance work products in support of nuclear or non-nuclear facility operations. 3. Experience resolving complex technical and operational problems and presenting recommended solutions. 4. Experience managing a complex and multidisciplinary contract.
