This is a full performance level, non-supervisory position, located at the medical centers, in the Veterans health Administration (VHA) of the Department of Veterans Affairs (VA).
Duties
Major Duties:
Support CAVHS senior management, committees, boards, services, and programs
in the collection, analysis and reporting of data in the facility's plan, performance
and mandates.
Provides service roles based on a combination of experience, including clinical processes, management and technological knowledge, skills, abilities, experience, and training.
Work with the national analytics teams in the evaluation and loading of new updates and patches to the various programs, databases, and health data repositories.
Contributes to the evolution of clinical software and processes by ensuring clinical software are available for staff use in addition to training on these programs and using creative and well-developed interpersonal skills to achieve effective communication with end users.
Provides communication channels to clinical and business teams to support deployment, sustainment, and optimization efforts; includes communication among all stakeholde3rs thorough all levels of the organization, to facilitate and support changes.
Serves as a technical authority in the interpreting and applying guidelines and formulating policies in the analysis of data and databases.
Provides the following duties, coordination of computer programs, programming, coordinating EHR programs for staff use, development of project plans.
Exercising practical knowledge of automation and software systems and options that affect clinical practice, and knowledge of technologies that is likely to benefit healthcare delivery processes to troubleshoot functionality issues and develop solutions, to ensure quality management of clinical operations.
Support clinical staff to enable healthcare capabilities and the evolution of technology adjoined to the electronic health (EHR) to deliver quality care by developing, implementing, monitoring, maintaining, optimizing informatics tools and access to them.
This position is covered by AFGE bargaining unit. Per the AFGE Master Agreement, the Area of Consideration will be: 1st Area of Consideration - Current Facility and CBOC employees; 2nd Area of Consideration - VA Nationwide applicants; 3rd Area of Consideration - Other Status candidates
Work Schedule: Monday to Friday 8:00 am - 4:30 pm. (Subject to change based on the needs of the Agency)

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/01/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS 11 level in the Federal service, that equipped you with the particular knowledge, skills, and abilities (KSA's) needed to successfully perform the duties of the position and that is typically in or related to this Program Analyst (Informatics) position to be filled. Specialized experience includes: Serves as the subject matter expert for to electronic health records and associated clinical software such as VISTA, CPRS, VSSC, Fileman, PowerPoint, Excel, Power BI to access and extract data/information and to prepare recurring reports; development and oversight of information related to patient care; identification and development of administrative and clinical policies and directives for clinical software packages; application and interpretation of statistical analysis related to patient management systems; development of educational programs and instructional materials and tools to educate users and support staff at all levels of the organization and train others to deliver educational programs in the use of the EHR; collaborates with technical, clinical and administrative staff to develop system requirements while understanding system capabilities and limitations; represents a wide variety of stakeholders and liaisons with both internal and external organizations in the use of EHR tools and programs; experience in health care, clinical systems, information management and information technology. NOTE: Experience must be fully documented on your resume and must include job title, duties, month and year start/end dates AND hours worked per week.

Physical Requirements: The work is usually sedentary, but it requires periods of walking, standing, bending, or climbing, and employees may carry light items such as books, instrumental, laptops, and other similar materials.
