You will serve as a HUMAN RESOURCES SPECIALIST (MILITARY) in the ENLISTED DISTRIBUTION DIVISION (PERS-40) of NMPC.

Duties

You will assist with placement and distribution of enlisted personnel and associated policies and procedures. You will execute the Fleet Readiness Integrator (FRI) function which includes developing and managing overarching Navy manning plans governing the apportionment/distribution of enlisted personnel You will develop and propose changes to overarching Navy manning plans and/or the enlisted personnel requisition. You will be involved in developing, analyzing, evaluating, advising and providing detailed analysis and recommendation on Personnel Manning Action Requests. You will provide technical assistance to Budget Submitting Offices (BSO), Direct Reporting (DR) units, and individuals command concerning all aspects of the distribution of enlisted personnel.

  • Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • This is a bargaining unit position.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-05 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Analyzing/evaluating changes within Navy personnel systems to determine benefits of cost and/or efficiency of changes; 2) Implementing emergency manning measures as necessary to meet personnel requirements; 3) Developing/managing programs governing the apportionment and distribution of enlisted personnel; 4) Verifying billet/manning files have been updated to reflect Navy Enlisted Classification (NEC) and/or rating changes for new equipment/systems; and 5) Providing guidance and technical assistance to Budget Submitting Offices and Direct Reporting units concerning all aspects of enlisted personnel. Education

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

Successfully completed One (1) full year of graduate level education, or Superior academic achievement
