Duties
You will serve as an IT Specialist (NETWORK SERVICES) in the Current Operations Authorized Service Interruption Branch (OPS11), Current Operations Division (OPS1), Operations Department (OPS) at Naval Network Warfare Command (NAVNETWARCOM).
You will be required to have a broad knowledge of the Defense Information Service Agency (DISA) Authorized Service Interruption (ASI) process and Information Technology Infrastructure Library (ITIL) Change management process.
You will coordinate, assess, and manage changes and ASI's, Periods of Non-Disruption (POND), and Maintenance Moratoria (MM) that impact the Department of Defense Information Networks-Navy (DoDIN-N) circuits.
You will be responsible for the coordination with multiple departments and coordinators for all maintenance actions.
You will serve as the Subject Matter Expert (SME) to the Branch Head on all planning, organizing, and implementation of new DISA circuits and service interruptions.
You will brief daily situational awareness of the ASI to Navy to NetOps leadership and make persuasive recommendations which typically result in agreement to proposed action.
You will support the tactical/enterprise planning, resource management, architecture, and coordination of the DoDIN- N.
You will provide assistance to NAVNETWARCOM Battle Watch Caption (BWC) team members in resolving ASI related technical and administration questions.
You will operate and maintain ASI related Standard Operating Procedures (SOP), tools and databases, and incorporate new data flows, queries, reports and correlation analysis for patterns or abuse or operational inefficiencies.
You will be responsible for ensuring effective Cyber security, system usability, and productivity while minimizing the impact on operations and resources.
You will govern the policy, planning, activities and delivery of Telecommunication and Information Technology (IT) information to the Battle Watch Caption (BWC) team.
You will translate strategic plans and technical guidance into objectives, strategies, and tactical guidance.

- This position is designated as a Cyber IT/Cybersecurity Workforce position. You must obtain and maintain the credentials as described in SECNAV M-5239.2 for specialty area 411 within 12 months of appointment.

Qualifications
Applicants must have directly applicable experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies or knowledge, skills and abilities necessary to successfully perform the duties of the position. Such experience is typically in or directly relates to the work of the position to be filled. You must have IT-related experience demonstrating each of the four competencies listed below:
1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Examples of experience demonstrating this competency include: Providing recommendations to existing software security tools and identifying requirements for future security tools.
2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Experience demonstrating this competency include: Coordinating with other members ensuring coordination of situational awareness of global ASI and maintenance actions are current.
3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Examples of experience demonstrating this competency include: Providing clear and concise reports, briefs and recommendations suitable for presentation to leadership.
4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. Examples of experience demonstrating this competency include: Recognizing security breaches and taking appropriate action to identify and thwart intruders.
In addition to my experience demonstrating the four competencies above, I have qualifying experience such as:
-Experience identifying Authorized Service Interruptions (ASI's), associated tools and methods, network performance assessment, evaluation techniques, and network operations best practices.
-Experience identifying Network anomalies, security risks and determining/promulgating solutions to integrate solutions into configuration, integration and management of networks.
-Experience working with network architectures such as NMCI, ONE-NET, IT-21, legacy networks or similar networks.
-Experience coordinating, assessing, managing changes as well as ASI's, Periods of Non-Disruption (POND) and Maintenance Moratoria (MM) than impact circuits.
-Experience working with Defense Information Service Agency (DISA), Node site coordinators and Regional ASI Managers.
