You will serve as a Facility Support Contracts Branch Head in Public Works Department Mayport , of Naval Facilities Engineering Systems Command Southeast. Duties

You will analyze program strategies to determine compliance with regulations, procedures, and management practices. You will advise management on various types of contract strategies related to business operations to achieve optimum results. You will assess employee work performance to determine if they are meeting established performance objectives. You will identify actual or potential problems area and initiate or direct corrective action to ensure the application of sound management practices and procedures. You will develop quality assurance contract criteria and preparation of quality assurance plans, contract specifications, and inspection reports. You will monitor business performance metrics and strategic plans to accomplish command's mission. You will manage Pre- and Post-award FSC contract action development, Pre-award specification development of CAT III/IV work, and the Post-award Performance Assessment oversight of the FSC Contracts. You will ensure processing of all FSC actions and tracks with Acquisition Branch, using NAVFAC-designated web-based applications and databases (e.g., eProjects, eContracts) as well as any local tracking mechanisms

Requirements

• This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
• Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector providing oversight of the Facility Support Contracts (FSC) Branch providing technical advice concerning the management of facility services execution, and managing the development of construction work packages.
