You will serve as a PROGRAM ANALYST in the RESEARCH & DEVELOPMENT GROUP, WEAPONS & ENERGETICS DEPT of NAVAIRWARCENWPNDIV CHINA LAKE.

Duties

You will execute talent plans in alignment with NAWCWD product line demands and the NAWCWD Strategic Plan. You will develop Department level career field projections, systems, and processes and ensures consistent application of talent management efforts across the Weapons and Energetics Department. You will act as the entry and journey level talent strategist, succession manager, and journey level talent acquisition and training manager to support and guide all Division and Branch managers within the Department. You will develop a talent inventory system to enable leaders to exercise improved talent agility. You will lead and guide Diversity, Equity and Inclusion efforts, for the Department.

• This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
• This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the DA-05 pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate some or all of the following: 1) Building long range technical talent projections and hiring/development plans; 2) Developing strategies and execution in technical talent management and/or project management; 3) hiring, training, and developing a diverse workforce, and administration of personnel performance management; 4) Understanding of the products, services, and processes used by supported Integrated Product Teams, Technical Project Offices, and other technical projects; 5) Developing and using information technology data analytics tools; 6) Showing a strategic mindset, systems thinking, action orientation, coaching and mentoring skills, emotional intelligence, intergroup negotiation and conflict resolution in day to day work.
