The incumbent serves as the Systems Redesign (SR) Coordinator reporting to the Chief of Systems Engineering at the STVHCS. The SR Coordinator is responsible for SR and Performance Improvement (PI) Program activities within the health care system to include organization wide creation, integration, coordination and management of SR and PI initiatives.
Duties
Major Duties:
Manages facility Systems Redesign and Performance Improvement program.
Works directly with facility leaders to plan, develop, and implement strategies and goals for exceeding performance targets relating to access, timeliness, and quality.
Evaluate the effectiveness of programs/operations toward established goals and develop recommendations for effective organizational change.
Ability to use Performance Improvement tools leading to the development, analysis, and presentation of data to audiences at all levels within and externally to STVHCS.
Adapt the principles, practices, and processes of SR and PI to the specialized requirements of the STVHCS.
Develops both long and short range Systems Redesign policies and plans for the organization.
Evaluate the effectiveness of programs/operations toward established goals and develop recommendations for effective organizational change.
Identify key areas requiring improvement and collaborates with others to initiate work groups to resolve important process issues.
Serves as the primary point of contact with Senior Management/critical persons at the local, VISN, and National levels.
This is a developmental position; assignments under closer than normal supervision intended to broaden skills and provide practical experience leading to complex assignments that are progressively more difficult until the full performance level is reached.
Knowledge of filing, typing, entering data, maintaining records, and using and completing forms.
Develops new insights into situations and applies innovative solutions to make organizational improvements; designs and implements new or cutting-edge programs/processes.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Individual Occupational Requirement
Major study -- hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration. OR
Specialized Experience - Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: missions, organizations, programs, and requirements of health care delivery systems; regulations and standards of various regulatory and credentialing groups; and government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement.
Special Provision for In service Placement - Successful completion of an agency-sponsored on-the-job training program may be substituted for qualifying experience, provided it included a formal individualized training plan. Such a training program must have been conducted in an operating health care system and included: assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic government administrative policies and requirements; practical assignments providing an opportunity to apply health system administration skills and principles and oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program.

You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: collection, analysis, trending and communication of key data with continuous feedback to top management, administrative and clinical services and staff at all levels of the organization; ability to make recommendations concerning overall plans and proposals which included DoD, joint projects and clinics regarding SR and Pl.

Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., in a major study-hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration. (TRANSCRIPT REQUIRED)

Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond graduate-level education (beyond 18 semester hours) as described above.

You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: knowledge of principles and practices related to the health care delivery system and solid understanding of various SR and PI models and tools including but not limited to Six Sigma concepts, Lean Management principles, performance improvement principles, flow mapping, fishbone diagrams, force field analysis, regression analysis; ability to retrieve, understand, analyze and display data and skill in applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of program operations; develop Databases, analytical and graphic reports and other systems and files to effectively document, analyze, and present program results; practical experience in planning, organizing, facilitating and or directing team work and ability to teach PI tools and team facilitations to others.

Physical Requirements: The work is sedentary. Some work may require movement between offices, hospitals, warehouses, and similar areas for meetings and to conduct work. Work may also require walking/standing, in conjunctions with travel to and attendance at meetings and/or conferences away from the work site. Incumbent may carry and lift light items weighing less than 15 pounds.
