Duties
Serves as a technical authority, analyst, and advisor to the Leadership Team on a wide range of issues.
Issues addressed are related to organizational and managerial policies, theory, practices, and procedures governing command programs and operations.
Develop plans, policies, procedures and guidance to aid in organizational strategic planning, program implementation, and improvements.
Reviews emerging personnel and business transformation policies from Congress, OSD, DA, and associated MACOM for impact to technical and organizational ability to perform assigned mission.
Conduct strategic management analysis reviews to influence policy decisions involving all levels of command and recommends process improvements to achieve organizational efficiency and effectiveness.
Direct top level, high visibility efforts involving strategic business planning to manage continuous improvement projects and program integration.
Perform first line supervisory duties to include assigning work, preparing performance standards, evaluating performance, and makes provisions for developmental and training needs of subordinates.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Position requires incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance, or access, for the duration of employment.
- Position requires travel away from the normal duty station (up to 10%), sometimes on short notice.
- Position requires, on occasion, performance of duties during irregular hours on short notice.
- Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
- This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG).

Specialized Experience: One year of specialized experience which includes: (1) Advise command leadership regarding status, impact, and execution of current and future organizational or management initiatives;(2) Develop, coordinate, and implement programs, policies, and plans of action which define and integrate command roles and missions under DOD/DA/MACOM directives and initiatives; AND(3) Perform full range of supervisory talent management tasks such as analysis of workforce, hiring, performance appraisals, disciplinary actions, and addressing EEO or LMER concerns. This definition of specialized experience is typical of the work performed at the next lower level (GS-13).
