The American Battle Monuments Commission (ABMC) maintains facilities and personnel in 10 countries. This position is located in the Personnel Security Office, ABMC, Arlington, Virginia. Serves as the primary subject matter expert and point of contact for all personnel security and suitability matters and completes a wide variety of assignments supporting personnel security related matters

Duties

Develop, implement, and maintain personnel security programs consisting of policies, directives, and procedures. Serve as the ABMC expert on suitability, security, and credentialing criteria, adjudicative requirements, and personnel security best practices. Responsible for security review of employees and applicants conducted through various databases, identification of required investigations for new hires, current employees, interns, and contractors. Responsible for implementation of Trusted Workforce (TW) initiative to better execute personnel vetting. Recommend adjudicative actions to be taken based on the severity of information received/developed.

  • Merit Promotion applicants must have completed three (3) months of service after a competitive appointment to be considered.

Qualifications

Time in Grade Time-in-grade restrictions apply for all candidates considered under Merit Promotion (generally applicants who have held a Federal civilian appointment within the previous 52 weeks). These applicants must have 1 year time-in-grade at the next lower level or equivalent to qualify. SPECIALIZED EXPERIENCE GS-12: Applicants must possess one (1) year of specialized experience equivalent to at least the GS-11 level; or its non-Federal equivalent that demonstrates evaluative (1) demonstrates a comprehensive knowledge of security principles, concepts, techniques, and methods sufficient to assist in managing a data security program for an organization and/or maintaining security applications for assigned systems; (2) initiating investigations of security incidents and/or investigating and resolving complex background investigation issues and providing technical assistance, advice, and consultation regarding security measures and effectiveness; (3) developing and maintaining policy and process documentation, and standard operating procedures (SOP) for personnel security programs and services; implementing procedures for granting and verifying sensitive position clearances and clearances for access to classified information and designating levels of position sensitivity and risk. SPECIALIZED EXPERIENCE GS-13: Applicants must possess one (1) year of specialized experience equivalent to at least the GS-12 level; or its non-Federal equivalent that demonstrates evaluative (1) demonstrates a comprehensive knowledge of a wide range of personnel security (PS) concepts, practices, standards, procedures, systems, and programs; experience with PS case processing and systems sufficient to provide support for issues/problems that arise during the background investigation process; (2) utilizing analytical and evaluative techniques to conduct studies, identify and evaluate potential problems, and recommend resolutions to management; and project management principles and methods to develop plans and schedules, estimate resource requirements, define deliverables, monitor activities, and evaluate and report on accomplishments; (3) developing personnel suitability and security guidelines, policies and regulations, and assisting lower graded personnel in the proper processing of cases; oral and written communication skills to effectively communicate with all levels of the organization and/or agency.
