About the Position: Serve as Strategic Analyst/Functional Analyst for the Army Campaign Plan (ACP) Division, in the Office of the Deputy Chief of Staff, G-3/5/7 (ODCS, G-3/5/7), Headquarters, and Department of the Army. Serves under Direct Supervision of Chief, ACP Division, and then the Deputy Director,Strategic Plans and Policy.

Duties

Provide updated information to facilitate the synchronization and execution of ACP strategic efforts (SE) and other efforts as directed. Assist with identifying and defining problems, conducts analyses, supports the development of alternatives, and provides recommendations and guidance to the Deputy Director or Director as it relates to planning and transformation. Assist in the drafting, staffing and publishing The Army Campaign Plan document among HQDA, ARSTAF, ACOMs, ASCCs and selected DRUs. Confer and coordinate with other concerned staff elements to obtain agreement on actions and data.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This is a testing designated position. Employee must pass pre-employment drug screening and will be subject to random and periodic testing thereafter IAW AR 600-85.
  • Must be able to obtain and maintain a Top Secret/ SCI security clearance.

Qualifications

This position is a term position and may be extended up to a maximum of eight years. This position may be converted to permanent career or career-conditional appointment without further competition as long as all requirements are met. To be eligible for conversion, employee must complete at least 2 years of current continuous service under a term appointment in the competitive service AND employee must have a current performance rating under such term appointment of at least fully successful or equivalent. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. GS-13 Specialized Experience: One year of specialized experience which includes: Drafting strategic documents such as military planning documents; Analyzing strategic planning data and presenting findings to senior leaders; and Assisting in the development of long range strategic plans. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12) GS-14 Specialized Experience: One year of specialized experience which includes: Reviewing strategic documents and providing recommendations to senior leaders; Conducting briefings to senior leaders on strategic planning efforts; and Developing and publishing strategic planning documents.This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13) You will be evaluated on the basis of your level of competency in the following areas: Decision MakingProblem SolvingWritten Communication Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Management may select at any of the grade levels announced. This recruitment provides promotion opportunity to the target grade of the position without further competition when selectee is eligible and recommended by management. Duties described reflect the full performance GS-14 level. If not selected at the full performance, duties will be performed in a developmental capacity under close supervision.
