The Information Technology Specialist position is located in the Department of Program Services (DPS), Case Management Systems Office (CMSO). The CMSO develops and maintains case management and related systems for federal appellate, district, and bankruptcy court judges and staff, probation and pretrial services officers, federal defenders, and external stakeholders.
Duties
The Information Technology Specialist - Operations Lead position will report to the to the Federal Judiciary Digital Services (FJDS) Chief under the Case Management Systems Office (CMSO). CMSO develops, modernizes, and maintains case management and related systems for federal appellate, district, and bankruptcy court judges and staff, probation and pretrial services officers, federal defenders, and external stakeholders. The Operations Lead role serves as a subject matter expert that will focus on maintaining PACTS 360, a case management system built on MS power platform on Azure. The Operations Lead will work closely with other divisions in Department of Probation Services (DPS) like Probation and Pretrial Services Office (PPSO) and other offices within the Administrative Office (AO), specifically Digital Technology Services (DTS). The Operations Lead must be able to lead the operations, maintenance, upgrade, and disaster recovery of PACTS 360.
The duties of the position may include, but are not limited to:
Identifying opportunities to improve enterprise-level systems to support business processes and utilizing emerging technologies where appropriate.
Understand and solve (or assisting executive leadership in solving) complex organizational problems that often mix technical and operational challenges.
Assisting with the alignment of IT resources to the strategic goals of the CMSO management.
Providing leadership in technical discussion and technical solution implementations, upgrades, enhancements, and migrations to modern technologies such as Cloud.
Determining gaps between the current legacy CMSO platforms and target architecture for the future.
Improving technology capabilities and capacity of the CMSO development resources.
Responsible for the integrating emerging technologies as deemed appropriate by CMSO Management.
Collaborating with the Branch Chief, Division Architects, and peers to establish program vision, priorities, and project schedules based on the Enterprise Architecture standards and industry best practices.
Ensuring that all systems are developed and maintained based on the approved Configuration and Release Management policies and procedures.
Improving IT risk management and mitigation by ensuring risks are considered early in the development process.
Ensuring all application code is developed for the appropriate level of availability (e.g., replication, disaster recovery, load-balanced) based on customer business requirements and best practices.
working with a group of people with differing opinions and views and considering all "outside of the box" thinking to arrive at a conclusion that is best for the office.
Qualifications
Applicants must have demonstrated experience as listed below. This requirement is according to the AO Classification, Compensation, and Recruitment Systems which include interpretive guidance and reference to the OPM Operating Manual for Qualification Standards for General Schedule Positions.
Specialized Experience: Applicants must have at least one full year (52 weeks) of specialized experience which is in or directly related to the line of work of this position. Specialized experience is demonstrated experience creating and maintaining a large enterprise system with a diverse set of programing languages and active legacy systems that are mission critical along with having strong communication, analysis, and planning skills.
Desired Experiences:
Exceptionally strong articulation and communication skills required for daily interaction with a diverse group of developers with many different programming languages.
Microsoft Certifications.
Experience in developing applications in MS Power Platform.
Experience in DEVSECOPS.
Experience with Migrating a legacy application to a Cloud Technology.
Exceptional attention to detail.
Exceptional oral and written communication skills.
Problem solving sills in a highly visible and mission critical environment.
Education
