Support the IAF, an independent agency of the U.S. Government which promotes community-led development in Latin America and the Caribbean. The incumbent coordinates a wide variety of complex administrative functions, develops and implements plans and policies, and provides advice and guidance regarding a wide variety of operations areas.
Duties
This position serves as a Management Analyst for the Inter-American Foundation (IAF) under the general supervision of the Chief Operating Officer. The incumbent performs advanced analytical and evaluative work relating to operations, management, organizational efficiency and productivity of administrative programs such as procurement, safety and security, property management, passport services, and records management. Responsibilities include:
Serves as a Contract Officer Representative (COR) on assigned agency-wide and specialized contracts including inter-agency agreements. Oversees and collaborates with internal and external partners to develop templates. Ensures agency compliance with federal procurement regulations.
Conducts complex research and investigation into new or improved business and management practices for application to agency operations. Drafts new or modified administrative program policies, regulations, goals, or objectives. Performs management surveys to determine compliance with agency regulations, procedures, sound management practices, and effective utilization of resources.
Researches complex ongoing and projected activities including administrative guidelines, procedures, management controls, information and documentation systems, etc. Reviews information, reconciles conflicting data, devises new and modified methods, analyzes and evaluates findings, and develops effective recommendations for more efficient, effective and economical ways to meet workload and program goals.
In addition, the incumbent has lead responsibility in one or more administrative program areas such as: facilities management, and oversight of daily operations; IAF property management ensuring compliance with regulations, safety and physical security oversight and coordination conducting periodic inspections and ensuring appropriation communications; purchase and travel card holder program coordination and oversight; and passport coordination with Department of State (DOS).
Qualifications
At the GS-12 level, you must meet one of the following qualifications: Have at least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-11) in the Federal Service that has given you the particular knowledge, skills and abilities required to successfully perform the duties the position. Specialized experience for this position is: preparing evaluations for a segment or phase of a broader project or study; use conventional techniques to gather, assemble, and analyze facts, draw conclusions, and devise alternatives; preparing draft reports and other substantive guidelines and materials; recommending alternatives and/or changes in methods, processes, and techniques to improve program and administrative procedures; and perform operational reviews, program evaluations and guidelines pertaining to the effectiveness of line program operations.
This position contains a selective placement factor (SPF) that is part of the minimum requirement of the position (you must demonstrate this on your resume and submit a copy). If you do not meet the SPF, you are ineligible for further consideration. The SPF for this position is: You must possess a current FAC-COR Level II certification.

TIME-IN-GRADE: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower grade, with few exceptions outlined in 5 CFR 300.603(b).
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). You will receive credit for all qualifying experience, including volunteer experience.
