West Palm Beach VA Medical Center is looking for Supervisory Social Worker (HUD/VASH). They have significant personnel management responsibilities for the professional social work staff members assigned to the HUD/VASH Program. In conjunction with, and under the guidance of the HUD VASH Supervisor, they are responsible for the professional and administrative management of social work services provided in HUD/VASH, while also providing direct clinical services to a limited caseload.
Duties
The Supervisor Social Worker HUD/VASH is licensed at the advanced practice level and is be able to provide supervision for subordinate staff to qualify for licensure. As the coordinator, they assists in planning, establishing, and implementing policies and procedures; developing individual or group goals and objectives as well as monitoring, operating, evaluating, coordinating and overseeing the social work staff of the assigned program. The Supervisory Social Worker assures the social workers supervised are aware of and adhere to all current directives of VHA, and meet current Joint Commission standards, state licensure standards, and VA-OIG expectations, as well as CARF accreditation standards. In conjunction with the Homeless Programs Manager, they will conduct ongoing intensive reviews and appraisals to ensure the accomplishment of objectives and adherence to standards set by governing bodies.
Additional duties include but not limited to:
Works with the less senior social workers and provides administrative, technical, and clinical supervision necessary for accomplishing the work of the program.
Performs the administrative and personnel management functions relative to staff supervised.
Assigns work, establishes guidelines and performance expectations for staff, and communicates with them through the formal employee performance management system.
Observes workers' performance; demonstrates and conducts work performance critiques.
Reviews the HUD/VASH team for appropriate treatment plans and appropriate social work documentation including Hurricane/Disaster planning for HUD/VASH clients.
Provides informal feedback and periodically evaluates employee performance.
Works to resolve informal complaints and grievances.
Develops work improvement plans, recommending personnel actions as necessary.
Provides advice and counsel to workers related to work and administrative matters.
Effects disciplinary measures as appropriate to the authority delegated in this area.
Reviews and approves or disapproves leave requests.
Assures that subordinates are trained and fully comply with the provisions of the safety regulations and HUD/VASH national guidelines.
Will provide oversight and clinical supervision to Social Worker Trainees as well as provide oversight and clinical supervision to Social Work Trainees and/or GS-09 Social Workers for Licensure (if State license allows and per SW qualification standards).

Provides direct clinical services to a limited caseload of Veteran clients, as determined by assessment of the overall program, in consultation with the Homeless Program Manager.
Responsible to the HUD-VASH Section Chief, Social Work Service and practices independently, using professional judgment and expertise to make decisions about services and treatment provided for Veterans and their significant others/family members.
Work Schedule: Monday through Friday, 7:30 am to 4:00 pm, with rotating tours of duty as needed.

Qualifications
Basic Requirements:
United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
English Language Proficiency: Candidates must be proficient in spoken and written English to be appointed as authorized by 38 U.S.C. ? 7403(f).
Education: Have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the School of Social Work is fully accredited. A doctoral degree in social work may NOT be substituted for the master's degree in social work. Licensure: Persons hired or reassigned to social worker positions in the GS-0185 series in VHA must be licensed or certified by a state to independently practice social work at the master's degree level. Current state requirements may be found by going to http://vaww.va.gov/OHRM/T38Hybrid/.
May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).
Grade Determinations: In addition to meeting the basic requirements stated above, the following qualifications criteria must be met in determining the appropriate grade assignment of candidates.
GS-12 Supervisory Social Worker candidates must have the following:
Education and Experience: One (1) year of experience equivalent to the GS-11 grade level. Experience must demonstrate possession of advanced practice skills in a specialty area or in administration demonstrating progressively more professional competency and judgment. Candidate may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience.
Licensure/Certification: Individuals assigned as Supervisory Social Workers must be licensed or certified at the advanced practice level, and must be able to provide supervision for licensure.

Physical Requirements: The physical demands of the work requires use of fingers; moderate walking and standing; near vision correctable at 13" to 16" to Jaeger 1 to 4; far vision correctable in on eye to 20/20 and to 20/40 in the other; hearing aid permitted; clear speech; emotional stability; moderate duty.
