The Mental Health Outpatient Clinic (MHC) Program Coordinator/Supervisor will report directly to the Associate Chief of MH&BS or designee. They will work directly with other Section Chiefs, Program Managers, and Leads, to ensure a comprehensive patient clinical care program across the continuum of care.
Duties
Duties and responsibilities include, but are not limited to:
The incumbent is responsible for developing and implementing administrative systems and procedures to accomplish the clinical goals of the MH clinic, such as personnel management, methods of referral of cases, documentation standards, workflow and the collection of statistical data. This involves negotiation and collaboration with internal and external professional and collaboration with other Services/ departments such as but not limited to, Nursing, Social Work, Pharmacy, IRM, HIMS, Medical/Surgical Inpatient units, Emergency Department, Ambulatory Care Clinics, Community Care, Police Service, Community Based Outpatient Clinics (CBOCs) in order to achieve coordinated care arid services to patients in accordance with existing directives.
Must be broadly acquainted with clinical treatment modalities in mental health, running of a clinic in the VHA, awareness of clinical indicators and performance outcome measurement as it relates to MH.
Must be knowledgeable of the organization and administration of healthcare delivery systems and assume responsibility for self development. Performance demonstrates the use of sound judgments in decision making and leadership to interdisciplinary clinical administrative groups to facilitate the delivery of patient care.
Incumbent facilitates monthly meetings with updating on changes in VHA the MHC staff for the purpose of information sharing, Directives, policies and procedures and to provide specific feedback regarding processes in the practice of psychiatry.
Has responsibility for oversight /management of the General Mental Health Clinic.
Has direct administrative and professional supervision of subordinates and clinical oversight of other staff assigned to Mental Health Clinic.
Has line and staff authority for resources allocation within the area of responsibility.
Ensures efficient operation of the General Mental Health Clinic
Provides a full range of psycho-diagnostic services including assessment and using the most appropriate psychotherapeutic techniques in providing quality care.
Provides clinical supervision to various disciplines and levels of training.
Has responsibility for full implementation of Behavioral Health Integration Program (BHIP) model of care.

Qualifications

Basic Requirements:
United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
English Language Proficiency: Candidates must be proficient in spoken and written English to be appointed as authorized by 38 U.S.C. § 7403(f).
Education: Have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the School of Social Work is fully accredited. A doctoral degree in social work may NOT be substituted for the master's degree in social work. Verification of the degree can be made by going to http://www.cswe.org/Accreditation to verify that the social work degree meets the accreditation standards for a masters of social work.
Licensure: Persons hired or reassigned to social worker positions in the GS-0185 series in VHA must be licensed or certified by a state to independently practice social work at the master's degree level. Current state requirements may be found by going to http://vaww.va.gov/OHRM/T38Hybrid/.
May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).
Grade Determinations: In addition to meeting the basic requirements stated above, the following qualifications criteria must be met in determining the appropriate grade assignment of candidates.
GS-13 Social Worker (Program Coordinator)candidates must have the following:
Experience/Education: One (1) year of experience equivalent to the GS-12 grade level. Experience must demonstrate possession of advanced practice skills and judgment, demonstrating progressively more professional competency. Candidates may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience.
Licensure/Certification: Individuals assigned as social worker program coordinator must be licensed or certified at the advanced practice level, and must be able to provide supervision for licensure.

Ability to collaborate with internal and external partners to further program goals and enhance patient centered care.
Ability to provide the full range of supervisory duties including assignment of work to be performed; performance evaluations; and selection of staff, training, and recommendation of awards, advancements, and when appropriate, disciplinary action.
Ability to oversee the fiscal matters of the functions supervised (including fund controls, contracts, and equipment expenditures), forecast resource and equipment needs, and administer the allocated budget.
Knowledge of organizational structure and impact on program operations.

Physical Requirements: The physical demands of the work are generally minor. The work is primarily sedentary in climate controlled clinical and administrative settings. The incumbent will be expected to successfully negotiate various functional requirements: lifting (15-44 pounds), carrying (15-44 pounds), walking (1-3 hours), reaching above their shoulder(s), the use of hands or fingers, sitting (4-6 hours), standing (1-2 hours), repeated bending, using stairs or elevators, functional vision, clear speech, hearing, and emotional stability. There may be occasional requirements to relocate boxed materials from one area to another, equipment and room set-up, and physical inspections of the facilities.
