West Palm Beach VA Medical Center is looking for Social Worker (Program Manager). This position serves as the The Mental Health Service Assistant Chief. The Assistant Chief works full time in the West Palm Beach VA Medical Center, Mental Health & Behavioral Science Service.

Duties

Mental Health & Behavioral Science Service currently operates multiple recovery based programs to include the outpatient Mental Health Clinic, Substance Abuse Clinic and Substance Abuse Intensive Outpatient Program (SA IOP) , Trauma Recovery Program (TRP) South and TRP North Clinic in Port St. Lucie, Primary Care Mental Health Integration (PCMHI), Suicide Prevention, Consultation Liaison Team (CLT) both to Medicine and Community Living Center, Mental Health Intensive Case Management Program (MHICM/ERANGE), and Psychosocial Rehabilitation and Recovery Program (PRRC); in addition a 25 bed acute care psychiatry unit and a 60 bed General Domiciliary. Tele-mental health services and Face to Face mental health care is provided. The Social Worker Program Manager possesses leadership, supervisory and administrative skills. Additional duties include but not limited to: Functions as the Assistant Chief of MH&BS under the Supervision of the Chief (ACOS) of MH&BS has a full clinical license to practice social work at the advanced practice level. Will be expected to carry a clinical caseload for Privileging purposes. Will be overseeing the mental health care provided to our Veterans throughout the continuum of mental health programs in WPB HCS. This will include the quality review of care provided. review of performance measures (SAIL and BHIP) and interquel criteria. Be familiar with all MH operational Dashboards, PEC portal in order to ensure all performance measure are being met appropriately and works with the respective areas to develop action plan, to ensure their targeted improvement. Has administrative and clinical oversight of the respective programs that report to him/her. Address and resolves programmatic changes as it impact's the overall functioning of the services to best meet the treatment needs of Veterans and to promote efficient best practices. Works with respective managers/supervisors he/she oversees to ensure there is coordination of services offered along the treatment continuum in MH. Works with the Health Systems Specialist (HSS) of the Service to ensure timely needs of the veterans are addressed via the timely response by supervisors/managers to PATs/Congressional/White House complaints and ensures the clinical needs of the Veteran have been addressed timely and comprehensively. This can include consulting with different Mental Health programs, as well as other services in the Medical Center, to provide needed care and services to Veterans and eligible dependents. Ensures timely resolution of credentialing needs (FPPE/OPPE), call schedules, and ensures Pay for Performance are completed timely for psychiatrists in the Service. Works closely with all section chiefs in the service to ensure the same. works with Allied health Professions in the MH Service. Experience in education and research is desired to continue to develop and expand our educational programs in our Service. May be called upon to oversee and/or participate in clinical research in a relevant area of inquiry and/or participates in program evaluation pertinent to the clinical effectiveness of treatment programs. May be involved, individually, or with program support, in collating and reporting program related data. may be expected to manage and lead in collaboration with Service Chief of MH & BS. Must demonstrate good communication skills, excellent customer service, ability to work in team settings. Will be expected to have quantifiable involvement with departmental administrative functions; contribution to performance improvement activities that result in value-added benefits to stakeholders, clinical proficiency, and documented efforts toward ongoing educational activities and dissemination of knowledge throughout the department. Maintains competency and national certification in their respective discipline through continuing education and other activities, as required for the position and their licensure. May be required to work evening hours, holidays and/or weekends. During emergency situation such as hurricane the incumbent will be expected to work until the emergency has resolved. Will be expected to travel to community VA Clinics (ie; PCT) minimum yearly to ensure oversight of those programs. May be required to provide tele-work services when needed. Possess sound judgement to carry out the administrative and clinical oversight of many programs that report to the position. Work Schedule: Monday through Friday, 8:00 am to 4:30 pm, with rotating tours of duty as needed. Telework: Yes - as determined by the agency policy. Virtual: This is not a virtual position. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. English Language Proficiency: Candidates must be proficient in spoken and written English to be appointed as authorized by 38 U.S.C. § 7403(f). Education: Have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the School of Social Work is fully accredited. A doctoral degree in social work may NOT be substituted for the master's degree in social work. Verification of the degree can be made by going to http://www.cswe.org/Accreditation to verify that the social work degree meets the accreditation standards for a masters of social work. Licensure: Persons hired or reassigned to social worker positions in the GS-0185 series in VHA must be licensed or certified by a state to independently practice social work at the master's degree level. May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Grade Determinations: In addition to meeting the basic requirements stated above, the following qualifications criteria must be met in determining the appropriate grade assignment of candidates. GS-14 Social Worker (Program Manager) candidates must have the following: Experience/Education: One year of experience equivalent to the GS- 13 grade level. Experience must demonstrate possession of advanced practice skills and judgment, demonstrating progressively more professional competency. Individual may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience. Licensure/Certification: Individuals assigned as social worker program coordinator must be licensed or certified at the advanced practice level and must be able to provide supervision for licensure. These are the KSA's for this subject position: Skill in large scale program coordination and administration across multiple sites, which includes consultation, negotiation, and monitoring. Ability to translate management goals and objectives into well-coordinated and controlled work operations. Ability to analyze organizational and operational problems and to develop and implement solutions that result in sound operation of the program. Ability to collaborate with internal and external partners to further program goals and enhance patient centered care. Ability to provide the full range of supervisory duties which would include responsibility for assignment of work to be performed; performance evaluations; selection of staff, training, and recommendation of awards, advancements, and when appropriate, disciplinary action. Ability to oversee the fiscal matters of the functions supervised (including fund controls, contracts, and equipment expenditures), forecast resource and equipment needs, and administer the allocated budget. Skill in developing policies, procedures, and/or practice guidelines for the program and in participating in national program development. Ability to collaborate with internal VHA partners, locally and on a national level, as well as external community partners to further program goals and enhance patient centered care. The full performance level of this vacancy is GS-14. Preferred Experience: VA Experience in administration and management. Experience with managing Mental Health training programs. References: VA Regulations, specifically VA Handbook 5005/120, Part II, Appendix G39, Social Worker Qualification Standard. Physical Requirements: The physical demands of the work requires use of fingers; moderate walking and standing; near vision correctable at 13" to 16" to Jaeger 1 to 4; far vision correctable in on eye to 20/20 and to 20/40 in the other; hearing aid permitted; clear speech; emotional stability; moderate duty.
