The selected Social Worker will be the Supervisor for MHICM/E-Range/PRRC Program. The selected will report administratively to the Associate Chief of Mental Health and Behavioral Science (MH&BS) Service, and will consult with Chief of Social Work Service for licensure, recruitment and hiring practices for Social Work discipline.

They will provide clinical and programmatic supervision under the MH&BS Service located at the West Palm Beach VA Medical Center. The goal of the programs are to provide intensive clinical case management services to Veterans who have chronic, severe, and persistent psychiatric illnesses, who need high numbers of inpatient mental health services, and may be homeless or at risk for homelessness. The program is characterized by high staff to patient ratios, service delivery in the community, a practical problem-solving approach, and offers a high degree of continuity of care. The programs utilize a multidisciplinary treatment team approach and clinicians serve as the primary outpatient psychiatric providers/case managers for the veterans in the program. Some of the duties include, but are not limited to; Functions as a program supervisor and a member of the interdisciplinary treatment teams with regards to all aspects of the clinical program, bringing a supervisory perspective to the team. Implements and maintains referral and screening procedures for potential Veteran participants in accordance with national and local policy and the needs of the medical center, MH&BS Service, and residential programs. Has interactions with stakeholders within the organization and external stakeholders, engages in networking, benchmarking and comparison of data is accomplished with other organizations. May liaison with Vet Centers and has frequent contacts with Congressional representatives and representatives of external regulatory bodies. Effectively provides case management services while utilizing professional skill, objectivity, insight, advanced clinical training, and experience to interpret data and to identify viable treatment options and recognize and address potential high-risk factors, acuity, and needs for services. Perform recovery oriented, patient-focused clinical care in the MHC, to ensure safe and timely patient flow. Ensures clinic grids are built to ensure the scheduling of appointments are completed in a timely manner to meet the needs of the Veterans and the service. Manage the work flow of all providers in the Mental Health Clinic (MHC). Will interpret, implement, and respond to directives forwarded to the MH&BS's MHC from various levels of VHA to include VISN and Central Office. Must have the customer service, leadership, and clinical and administrative skills necessary to assure that a high standard of care is available to every patient. Must have knowledge of psychiatric special emphasis programs, including but not limited to Post Traumatic Stress Program, Substance Abuse Program, Acute Inpatient Care, Seriously Mentally Ill Programs MHICM/ERANGE/PRRC, Domiciliary services, Veteran's Resource Center, and Readjustment Counseling Services. Full understanding of emergency psychiatric triage service and experience with the development and implementation of emergency services. Other duties as assigned. Work Schedule: The primary tour of duty will be M-F 7:30am to 4pm. However, the selectee may also be required to work various shifts on a permanent or temporary basis, based on the needs of the service and patient care. Pay: Competitive salary and regular salary increases When setting pay, a higher step rate of the appropriate grade may be determined after consideration of existing pay, higher or unique qualifications, or special needs of the VA (Above Minimum Rate of the Grade). Paid Time Off: 37-50 days of annual paid time offer per year (13-26 days of annual leave, 13 days of sick leave, 11 paid Federal holidays per year) Parental Leave: After 12 months of employment, up to 12 weeks of paid parental leave in connection with the birth, adoption, or foster care placement of a child. Child Care Subsidy: After 60 days of employment, full time employees with a total family income below $144,000 may be eligible for a childcare subsidy up to 25% of total eligible childcare costs for eligible children up to the monthly maximum of $416.66. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/08/2024. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Education: Must have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the School of Social Work is fully accredited. A doctoral degree in social work may not be substituted for the master's degree in social work. Verification of the degree can be made by going to http://www.cswe.org/Accreditation to verify that the social work degree meets the accreditation standards for a masters of social work. Licensure: Must be licensed or certified by a state to independently practice social work at the Master's Degree level. Current state requirements may be found by going to http://vaww.va.gov/OHRM/T38Hybrid/. (NOTE: For those who have a Florida LCSW license, you must be registered with the state as a "Qualified Supervisor" in order to provide supervision for licensure or specialty certification. All others must meet the requirements of their state of licensure to be able to provide supervision for licensure.) English Language: Must be proficient in spoken and written English May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). All persons employed in VHA in this occupation on the effective date of this qualification standard are considered to have met all qualification requirements for the title, series and grade held, including positive education and licensure or certification that are part of the basic requirements of the occupation. For employees who do not meet all of the basic requirements in this standard, but who met the qualifications applicable to the position at the time they were appointed to it, the following provisions apply: Such employees in an occupation that requires a licensure or certification, may be reassigned, promoted up to and including the full performance (journey) level, or changed to lower grade within the occupation, but may not be promoted beyond the journey level or placed in supervisory or managerial positions. Employees who are appointed on a temporary basis prior to the effective date of the qualification standard may not have their temporary appointment extended or be reappointed, on a temporary or permanent basis, until they fully meet the basic requirements of the standard. Employees initially grandfathered into this occupation, who subsequently obtain additional education and/or licensure/certification/registration that meet all of the basic requirements of this qualification standard must maintain the required credentials as a condition of employment in the occupation. If an employee who was retained in an occupation listed in 38 U.S.C. § 7401 (3) under this provision leaves that occupation, the employee loses protected status and must meet the full VA qualification standard requirements in effect at the time of reentry to the occupation. Grade Determinations: Supervisory Social Worker, GS-13 Experience/Education: One year of experience equivalent to the GS-12 grade level. Experience must demonstrate possession of advanced practice skills in a specialty area or in administration demonstrating progressively more professional competency and judgment. Candidate may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience. Licensure/Certification: Individuals assigned as supervisory social workers must be licensed or certified at the advanced practice level, and must be able to provide supervision for licensure. References: VA Handbook 5005/120, Part II, Appendix G39 Physical Requirements: The physical demands of the work requires use of fingers; moderate walking and standing; near vision correctable at 13" to 16" to Jaeger 1 to 4; far vision correctable in on eye to 20/20 and to 20/40 in the other; hearing aid permitted; clear speech; emotional stability; moderate duty.
