This position is assigned to Navy Region Southwest (NRSW) Fleet and Family Support Programs (FFSP). FFSP is the Navy's primary agency for the delivery of an array of human services programs to enhance the resiliency and readiness of military personnel and their families. The Regional Clinical Quality Assurance (QA) Program Coordinator is responsible for case management/clinical counseling QA functions: planning, developing, and implementing the FFSP Quality Assurance/Risk Management Program.
Duties
Provides leadership to the organization in ensuring the provision of the highest level of clinical counseling services through complying with instructional, policy, professional and accreditation requirements per current SECNAVINST's and Commander, Navy Installations Command (CNIC) Certification Standards.
Ensures the evaluation and enhancement of quality clinical services, including administration of risk management, professional credentialing, professional education, and program evaluation resulting in improved client care and treatment, and quality customer service.
Conducts regular and ongoing QA review of Clinical, Family Advocacy Program (FAP), Sailor Assistance Intercept for Life (SAIL), and New Parent Support (NPS) cases.
Provides critical incident review on cases involving suicide or attempted suicide and homicide, or any client care concern.
Ensures compliance with CNIC Certification Standards and other appropriate guidelines through implementing required QA activities for all clinical services.
Develops and delivers trainings within the region in order to address deficiencies in Certification Standards and documentation requirements, and to ensure compliance with instruction and policy.
Performs records audits and clinical care reviews, reviews customer satisfaction surveys, and leads/conducts investigations of alleged provider impairment, unethical behavior, or other misconduct as required.
Provides periodic needs assessments, delivery and analysis; collects and compiles data to conduct overall clinical program evaluation/reporting; provides consultation and guidance to upper management and staff on case management and clinical quality assurance matters.
Assists with triaging cases, advises staff on how to proceed with multiple difficult and complex cases that may involve intimate partner violence, child abuse/neglect, dual diagnoses, suicide, homicide, and a variety of other mental health problems.
Provides observation and feedback regarding Incident Determination Committee (IDC) and Clinical Case Staff Meeting (CCSM) to the installations and to CNIC to ensure consistency and identify areas for process improvement.
Manages assigned tasks from CNIC and region, responsible for gathering relevant information from the installations and compiling data in a timely and efficient manner.
Manages region's Professional Credentialing and Privileging program in accordance with written protocol and policy.
Identifies and evaluates key clinical processes; develops methods for collecting process improvement data.
Provides analytical expertise to measure progress in activities critical to improved clinical service delivery.
Performs other duties as assigned.
Requirements
- Must provide proof of U.S. Citizenship or U.S. National.
- A valid State driver's license is required to operate motor vehicles.

- Must meet federal suitability requirements including successful completion of background investigation and obtain/maintain a Secret Security Clearance (T3).

- Applicant must be state licensed for at least two (2) years.
- May be required to serve in an ?on call? duty status outside of normal work hours.
Qualifications
A Master's degree or doctorate in Social Work, Marriage and Family Therapy, Counseling or Clinical Psychology or related field from an accredited institution from any US State.
Have and maintain a current and valid state clinical license that permits the incumbent to function as an independent health practitioner and fully meet and maintain the Tier II or Tier III SECNAVINST 1754.8 requirements.
Are current in continuing education credits/units to maintain license.
Must be state licensed for at least two (2) years.
Education
A Master's degree or doctorate in Social Work, Marriage and Family Therapy, Counseling or Clinical Psychology or related field from an accredited institution from any US State.
Have and maintain a current and valid state clinical license that permits the incumbent to function as an independent health practitioner and fully meet and maintain the Tier II or Tier III SECNAVINST 1754.8 requirements.
Are current in continuing education credits/units to maintain license.

Shall have two years, full-time post-licensure clinical experience, including working with clients who have involvement with child abuse or domestic violence.
Knowledge of the principles and practice of clinical counseling, social work, child/spouse abuse services, program development and FFSP organization, mission and functions.
Knowledge of analytical and evaluative methods and a thorough understanding of how regulations and other programs affect the FFSP clinical function.
Knowledge of FFSP policies, procedures, instructions, and clinical treatment.
Knowledge of federal, state, local reporting requirements. Knowledge of dynamics and diagnostic skills necessary for family violence identification, risk assessment, and safety planning.
Knowledge of the military lifestyle and of military community support programs.
Ability to present sensitive, at times controversial, information to groups of people in a clear, concise manner.
Ability to apply complex instructional guidance related to managing FFSP's clinical Quality Assurance Program.
Must be able to communicate clearly and effectively both verbally and in writing in English with all levels of management, staff, community agencies, military personnel, and their families.
Knowledge and ability to use a personal computer and a variety of software programs to develop multi-media presentations and to facilitate work assignments.
Ability to adapt to changing work conditions, frequent interruptions, and pressures of short deadlines.
Ability to develop, implement, and deliver training in both in-person and virtual environments.
