The incumbent serves as the Regional Counseling and Advocacy Coordinator and provides oversight, assessment, guidance, consultation, assistance, and coordination for all aspects of Counseling and Advocacy services under NRSW. In addition to these Counseling and Advocacy programs, the incumbent oversees the Life Skills programs that address a range of workshops and training covering such areas as: parenting, communication skills, anger, and stress management.

Duties

Provides technical, clinical, and administrative oversight and management for all aspects of NRSW Counseling and Advocacy and Life Skills services (including services in Clinical Counseling, the FAP, SAPR, Victim Advocacy, Critical Incident Intervention, and NPS) to ensure comprehensive, coordinated and effective services in compliance with legislation, governing instructions, policies, and standards. Serves as the technical advisor and subject matter expert to the Regional Family Support Program Manager, other regional personnel, and FFSP management and staff regarding Counseling and Advocacy and Life Skills services. Assists CNIC in developing Navy-wide policies, procedures, and programs. Develops technical data, statistics, and analyses for the Regional Family Services Program Manager and higher authority. Prepares reports, point papers, correspondence, and proposals regarding Counseling and Advocacy matters. Serves as supervisor and provides technical oversight to the Metro Counseling and Advocacy Director. Develops performance plans, evaluates work performance of subordinates, and provides recommended ratings of record. Provides guidance, consultation, and assistance to assist the FFSP in achieving full and ongoing compliance with FFSP certification standards related to Counseling and Advocacy and Life Skills services. Provides clinical and technical consultation for difficult and/or complex cases. Serves as a consultant to the Incident Determination Committees (IDC) within the region. Assists in addressing requests for IDC reviews, particularly those involving reviews by the Headquarters Review Team and/or by other IDC within the region. Conducts, sponsors, and/or coordinates clinical and technical training for FFSP Counseling and Advocacy personnel on the policies, procedures, skills, and knowledge needed to provide services in compliance with requirements and standards. Maintains ongoing coordination and collaboration with other regional Program Services Managers and FFSP personnel (including the Work and Family Life Coordinator and Education Services Coordinator) to address regional and base Counseling and Advocacy and Life Skills services and community support issues. Provides input to ensure educational curricula, training materials, and marketing initiatives related to Counseling and Advocacy and Life Skills services are timely and accurate. Leads and/or participates on regional working groups and other projects pertinent to Counseling and Advocacy and Life Skills services. Collaborates with other military services and private sector entities to provide and enhance regional and base level services, where appropriate. Works with Base and Unit commanders and FFSP personnel to ensure coordination, cooperation, and collaboration among commands and military and community partners in providing Counseling and Advocacy and Life Skills services to address individual Base needs. Develops, implements, and maintains Memoranda of Understandings with governmental, military, and civilian community organizations to support effective coordination and service delivery. Serves as regional liaison with CNIC for NRSW Counseling and Advocacy and Life Skills matters. Disseminates information from higher authority to Counseling and Advocacy personnel within the region and provides regional input to higher authority as appropriate. Assists CNIC by participating in Navy-wide projects and activities, including the FFSP accreditation process, Navy-wide meetings/trainings, and working groups established for specific purposes. Maintains ongoing coordination, consultation, and collaboration with other Regional Counseling and Advocacy Coordinators. Serves as the Technical Advisor for the regional Designated Privileging Authority. Provides oversight management and coordination to ensure implementation of credentials and privileging requirements and procedures for FFSP clinical personnel within the region. Develops written protocols that assign responsibilities and specific procedures for the clinical privileging and periodic review of providers. Provides ongoing consultation and assistance to FFSP personnel regarding implementation. Ensures establishment of current clinical competency for Tier II and III providers and granting of privileges (initial and renewals) in accordance with Corporate Privileging Authority recommendations and provider competency. Obtains/reviews necessary documentation of current competency and makes recommendations regarding granting privileges. Prepares and forwards necessary documentation to complete the privileging process. Routinely monitors the privileging status of providers. Provides recommendations, notifications, and technical support, coordination, and logistical management for IDC, Investigations, and Peer Review Panels in response to allegations regarding clinical providers.

Requirements

  • Must provide proof of U.S. Citizenship or U.S. National.
  • A valid State driver's license is required to operate motor vehicles.
  • Must successfully pass the E-Verify employment verification check. Any discrepancies must be resolved as a condition of employment.
  • Must meet federal suitability requirements including successful completion of background investigation and obtain/maintain a Secret Security Clearance (T3).
  • Must be current in continuing education credits/units.
  • Applicant must be state licensed for at least two (2) years.
  • May be required to serve in an ?on call? duty status outside of normal work hours.

Qualifications

A Master's degree or doctorate in Social Work, Marriage and Family Therapy, Counseling or Clinical Psychology or related field from an accredited institution from any US State. Have and maintain a current and valid state clinical license that permits the incumbent to function as an independent health practitioner and fully meet and maintain the Tier II or Tier III SECNAVINST 1754.8 requirements. Are current in continuing education credits/units to maintain license. Knowledge and practice skills in clinical counseling services, child/spouse abuse services, and management functions. Knowledge of civilian laws and military instructions, policies, and procedures governing Counseling and Advocacy programs. Ability to apply complex instructional legislative provisions to Counseling and Advocacy programs within the Navy organization. Knowledge of the military lifestyle and of military community support programs. Skills in agency collaboration and network development. Skills and characteristics that facilitate effective leadership, sound program management, and professional judgment in prioritizing and carrying out program objectives. Ability to function autonomously in overseeing region-wide Counseling and Advocacy services and in collaborating with a large number of diverse personnel, agencies, and administrators. Ability to write reports and other documentation in a professional and grammatically correct manner. Ability to communicate effectively both orally and in writing.

Education

A Master's degree or doctorate in Social Work, Marriage and Family Therapy, Counseling or Clinical Psychology or related field from an accredited institution from any US State.
