You will serve as a Geographic Information Systems Specialist for the Small Business Administration (SBA), Office of Disaster Recovery and Resilience (DR&R), Disaster Data Analytics and Information Tech Div in Washington, District of Columbia. This position serves as the lead subject matter expert and key advisor to the Director of DDAIT and provides a knowledge-base of geographic and scientific basis for the design, evaluation, and construction of maps, charts, and digital GIS products.
Duties
As a Geographic Information Systems Specialist at the GS-0301-13, some of your typical work assignments may include:
Procuring/creating visualization tools and applications for analysis and production of reports, and dashboards, related to SBA's disaster lending, and mitigation recovery outcomes.
Creating and coordinating the development of maps and layers, sharing map content, map navigation, symbology, classification, filtering, working with tabular data attributes, and geotagged field data.
Coordinating activities with internal stakeholders, other SBA offices, and other Federal, State, and local government agencies to ensure that critical work objectives are met.
Providing guidance and technical training specific to GPS technology using nationally developed tools; independently develops or modifies information as necessary when providing training to state and county office employees.
Establishing relationships with other State Office GIS staff to research, locate, and obtain existing digital data.
Supporting a variety of products in areas of planning, engineering, construction, emergency management, environmental applications, and operation and maintenance.
Developing and analyzing civil works-related data for engineering design and other projects as required.
Working independently with other GIS experts, engineers, and scientists to identify and develop GIS final products.
IMPORTANT NOTES:
This is a Permanent position, which is a competitive service status position with a full-time work schedule.
The pay range reflects WASHINGTON-BALTIMORE-ARLINGTON locality pay. The actual pay will depend on the location of the employee's duty station.
Mandatory Overtime: In order to respond quickly and efficiently to disaster survivors, substantial compensated overtime hours may be required during heightened disaster activity.
A valid driver's license may be required.

Requirements

Qualifications
Generally, time in Non-Pay status is not creditable towards the specialized experience requirement listed below.
Federal status applicants must meet both Time-In-Grade AND experience requirements by the closing date of this announcement. However, if you have separated from the Federal Government for at least 52 weeks, you are not subject to the Time-in-Grade requirement.
Time-In-Grade Requirement:
GS-13: Must have held grade GS-12 for 52 weeks
Experience:
To receive credit, you must indicate the month and year as well as the average hours worked per week for each employer. Average work hours must be stated on the resume to quantify each period of work experience or that experience will not be credited toward meeting the specialized experience requirement.
You must address the specific specialized experience required for each grade level of this position on your resume or application or you will be rated "Ineligible" for that grade level.
GS-13: To qualify you must have at least 1 full year (52 weeks) of specialized experience equivalent in difficulty and complexity to the GS-12 level in the Federal service that has equipped you with the particular knowledge, skill, and ability to perform successfully in this position. This experience may have been gained in a Non-Federal service position. In addition, this Specialized Experience must demonstrate the following:
Experience in geographic and scientific basis for design, evaluation, and construction of maps, charts, and digital Geographic Information Systems (GIS) products.
Experience in related fields such as civil engineering, geodesy, geography, remote sensing, aerial photo interpretation, computer science, and astronomy combined with skills to plan, design, evaluate, construct, research, modify, and develop mapping products, systems, and technology.
Applying and modifying modern cartographic initiatives and originality in the solution of complex map problems for projects of moderate to large, diversified projects.
Knowledge of planning, estimating, scheduling, and expediting the production of maps of various scales involving manual and automated cartographic methods.
Recommending changes in current processes to achieve organizational efficiency and operational effectiveness.
Recommending methods for assuring standards are met when acquiring and utilizing digital imagery.
Making recommendations for using cartographic/geographic products and analysis from GIS.
Experience in determining the availability of geodetic control to meet accuracy requirements through a review of map/chart holding and analytically derived control bases based on local, state, and National Geodetic reference systems.
Education
GS-13: There is no educational substitution at this grade level.
