You will serve as an Administrative Support Specialist (Lead) for the Small Business Administration, Office of Disaster Recovery and Resilience, field Operations Center West in Citrus Heights, CA. This position provides administrative and logistical support to field operations, Center and warehouse operations located across the United States and territories. Serves as Team Lead for work assignments and workflow in the Administrative Department for areas assigned by the Administrative Officer.
Duties
As an Administrative Support Specialist (Lead) at the GS-0301-12, some of your typical work assignments may include:
Oversees the effectiveness of all assigned administrative activities performed by the Center and individual teams to include budget, procurement, space management, mail shipping and receiving, payroll, supply, Personal Identity Verification (PIV) card management, assets management and records management, travel, and accountable property functions. Reviews and disseminates policies, procedures, and regulations, which may require explanations or discussions with diverse audiences.
Keeps Administrative Officer informed of Department workflows, processes, and procedures. Analyzes these workflows, processes, and procedures, with the goal of improving the efficiency of each function, lessening the paperwork required (if possible).
As necessary, locates possible suppliers/vendors and solicits written and/or oral quotes. Reviews invoices and obtains approval for payment. As Lead, may be assigned Government Purchase Card.
Assists in the monitoring of the accountable property function. Assigns and monitors workflow of the AP staff. Assures that all local policies and ODR&R procedures are in effect, requiring records of issuance and tracking of accountable property, and the return of such property upon the departure of the employee to whom it was assigned. Develops annual audit of all furniture and equipment of the Center.
Assigns and monitors work and workflow of staff assigned to travel. Requests activation of Government-issued credit cards as needed. Assure travel requests are accurately submit on a timely basis to ASC for processing in support of the deployment of staff to various disaster sites to assist disaster survivors.
IMPORTANT NOTES:
The Term Appointment does not confer competitive status, reinstatement rights, or eligibility for non-competitive conversion to a permanent job to the individual(s) selected. You may be promoted or reassigned to another term position within SBA's Office of Disaster Assistance; however, you may not be non-competitively appointed to another Federal position. You will be given an initial Term Appointment lasting more than 1 year, but not more than 4 years. If all other conditions of employment are met, this appointment may be extended, up to a total of four (4) years in increments determined by SBA.
If selected, employees work on an intermittent (on-call) work schedule. This means that employees are in a pay and duty status only when activated to respond to workload needs, especially in response to heightened disaster activity. When no longer needed, employees return to a non-pay status until the next event necessitates additional staff.
However, depending on the workload and/or level of disaster activity, your work schedule may be changed to full-time. Subsequently, if the workload decreases, your work schedule may be changed back to intermittent.
Mandatory Overtime: In order to respond quickly and efficiently to disaster survivors, substantial compensated overtime hours may be required while on assignment (up to seven days a week and twelve to fourteen hours a day).
A valid driver's license may be required.
You may be required to travel to a disaster site during increased disaster activity for extended periods with little or no advanced notice. If so, you may encounter hazardous working and/or living conditions; i.e., no water or electricity and/or minimal lodging facilities. Travel expenses are compensated based on SBA policy and Federal regulations.
This position is not included in a bargaining unit.

- Physical Demands: You must be able to lift up to 50 pounds and job requires standing, stooping, and bending for extended periods of time.
Qualifications
Generally, time in Non-Pay status is not creditable towards the specialized experience requirement listed below.

Experience:
To receive credit, you must indicate the month and year as well as the average hours worked per week for each employer. Average work hours must be stated on the resume to quantify each period of work experience or that experience will not be credited toward meeting the specialized experience requirement.
You must address the specific specialized experience required for each grade level of this position on your resume or application or you will be rated "Ineligible" for that grade level.
GS-12: To qualify you must have at least 1 full year (52 weeks) of specialized experience equivalent in difficulty and complexity to the GS-11 level in the Federal service that has equipped you with the particular knowledge, skill, and ability to perform successfully in this position. This experience may have been gained in a Non-Federal service position. In addition, this Specialized Experience must demonstrate the following:
*Implementing and communicating strategy, vision, and direction of a field office to assigned Team; executes the duties of the Administrative Officer in their absence; and
*Serving as a team leader over administrative programs and operations of the department supporting field focused workforce to include at least 5 of the following functions: time and attendance, accountable property, warehouse operations, mailroom operations, secure credentialing, budget and procurement, fleet vehicle operations, facility management, shipping and receiving, inventory management, and other related tasks; and
*Writing communications and helping supervisor to develop procedures to implement information such as guidelines, operating metrics, position statements, funding requests/justifications, etc.; and
*Communicating orally, or representing the organization, in meetings within the organization to peers and senior leaders, and to external partners involved in the administration of the enterprise operations and the operations of leased facilities with vendors and other stakeholders.
