You will serve as a/an Administrative Support Specialist for the Small Business Administration (SBA), Office of Disaster Recovery & Resilience (ODR&R), Field Operations Center West - FOCW in Citrus Heights, California. This position provides assistance to the Administrative Officer (AO) to ensure that necessary internal support functions are accomplished and that SBA and disaster administrative policies and procedures are followed.
Duties
As a/an Administrative Support Specialist at the GS-0301-9/11, some of your typical work assignments may include:
Assist the Administrative Officer (AO) in assessing the effectiveness of several Administrative functions performed in the department, e.g. budget, procurement and/or supply, facility and lease management, telecommunications, time and attendance, travel, and records management.
Perform administrative functions supporting the deployment of staff to various disaster sites to assist disaster survivors.
Implement policies and procedures on the acquisition of supplies and services.
Monitor the accountable property function as required.
Ensure routine and emergency maintenance of leased facilities is performed.
Utilize Microsoft Office Suite and Internet Explorer applications/programs to complete assignments.
IMPORTANT NOTES:
The Term Appointment does not confer competitive status, reinstatement rights, or eligibility for non-competitive conversion to a permanent job to the individual(s) selected. You may be promoted or reassigned to another term position within SBA's Office of Disaster Assistance; however, you may not be non-competitively appointed to another Federal position. You will be given an initial Term Appointment lasting more than 1 year, but not more than 4 years. If all other conditions of employment are met, this appointment may be extended, up to a total of four (4) years in increments determined by SBA.
If selected, employees work on an intermittent (on-call) work schedule. This means that employees are in a pay and duty status only when activated to respond to workload needs, especially in response to heightened disaster activity. When no longer needed, employees return to a non-pay status until the next event necessitates additional staff.
However, depending on the workload and/or level of disaster activity, your work schedule may be changed to full-time. Subsequently, if the workload decreases, your work schedule may be changed back to intermittent.
Mandatory Overtime: In order to respond quickly and efficiently to disaster survivors, substantial compensated overtime hours may be required while on assignment (up to seven days a week and twelve to fourteen hours a day).
A valid driver's license may be required.
This position is not included in a bargaining unit.
Requirements

Qualifications
Generally, time in Non-Pay status is not creditable towards the specialized experience requirement listed below.

You may qualify based on experience, education or a combination of both.
Experience:
To receive credit, you must indicate the month and year as well as the average hours worked per week for each employer. Average work hours must be stated on the resume to quantify each period of work experience or that experience will not be credited toward meeting the specialized experience requirement.
You must address the specific specialized experience required for each grade level of this position on your resume or application or you will be rated "Ineligible" for that grade level.
GS-09: To qualify you must have at least 1 full year (52 weeks) of specialized experience equivalent in difficulty and complexity to the GS-07 level in the Federal service that has equipped you with the particular knowledge, skill, and ability to perform successfully in this position. This experience may have been gained in a Non-Federal service position. In addition, this Specialized Experience must demonstrate the following:
Performing functions in at least four (4) of the following administrative support areas for an office or organization: budget, procurement and /or supply, facilities and lease management, telecommunications, time and attendance, travel, asset management, accountable property, mailroom operations and records management; AND
Providing administrative support for the deployment of personnel, equipment/materials to the field or to other geographical areas to support the mission of an office/organization; AND
Using Microsoft Office Word, Outlook, and Chrome/Internet Explorer or comparable computer applications/programs.
GS-11: To qualify you must have at least 1 full year (52 weeks) of specialized experience equivalent in difficulty and complexity to the GS-09 level in the Federal service that has equipped you with the particular knowledge, skill, and ability to perform successfully in this position. This experience may have been gained in a Non-Federal service position. In addition, this Specialized Experience must demonstrate the following:
Performing functions in at least five (5) of the following administrative support areas for an office or organization: budget, procurement and /or supply, facilities and lease management, telecommunications, time and attendance, travel, asset management, accountable property, mailroom operations and records management; AND
Providing administrative support for the deployment of personnel and/or equipment/materials to the field or to other geographical areas to support the mission of an office/organization; AND
Leading teams or projects to accomplish goals and/or objectives; AND
Leading the analysis and input of pertinent data from multiple administrative systems to support the submission and maintenance of an organization's annual budget; AND
Creating correspondence, reports or other documents using Microsoft Office Suite (MS Word, Outlook, and Edge/Internet Explorer) or comparable computer applications/programs.
OR
Education
If qualifying based on education, you must submit transcripts by the closing date of this announcement or you will not be found eligible.
GS-09: Must have a master's or equivalent graduate degree from an accredited college or university or two full years (36 semester hours or equivalent) of progressively higher-level graduate education leading to such a degree, or a LLB or J.D. degree if related.
GS-11: Ph.D. or equivalent doctoral degree in a related field or 3 full years of related progressively higher-level graduate education leading to a Ph.D. or equivalent, from an accredited college or university.
OR
A combination of experience and education as indicated above.
