About the Position: Perform as a Physical Security Specialist at the National Training Center responsible for physical security plans, procedures and inspections as well as key control.

Duties

Provide guidance, recommendations and assistance to Commanders, supervisors and employees concerning security systems, physical protection devices, Visitor Control Center and personnel access controls. Implement policies and development of procedures for the physical protection of the Installation Management Command and tenant activities facilities. Identify and evaluate vulnerabilities, conduct surveys and investigations, prepare physical security plans, procedures, instructions and coordinate with organizations and tenant activities. Implement specialized physical security measures to protect personnel and facilities from external and internal criminal threats, sabotage, pilferage and/or armed attack. Coordinate operations of the Visitor Control Center to include developing and updating the standard operating procedures.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must possess or be able to obtain and maintain a Secret security clearance.
  • This position is part of the Security Professional Education Development (SPeD) Certification Program, IAW DoD Instruction 3305.13. Must possess or be able to obtain and maintain Physical Security Certification within the first 2 years of employment.
  • During crisis situations may be required to work other than normal duty hours that may include evenings, weekends and/or holidays as well as overtime.
  • This position is covered by the Civilian Drug Abuse Testing Program IAW AR 600-85, which requires the signing of the DA Form 5019-R and is subject to pre-employment and random drug testing.
  • Work requires regular and recurring physical exertion such as long periods of standing, walking and stooping to conduct physical security inspections of facilities, research buildings and construction sites.
  • This position requires work both inside and outside with possible exposure to inclement weather.
  • The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.
  • This position has a Temporary Duty (TDY) or business travel requirement of 20% of the time.

Specialized Experience: One year of specialized experience which includes experience performing physical security functions such as creating physical security plans/procedures, performing physical security inspections/key control, developing procedures for safeguarding government property, material, information, and/or facilities, conducting physical security site surveys to identify issues and recommend corrective action. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as Physical Security or Criminal Justice. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. You will be evaluated on the basis of your level of competency in the following areas: CommunicationsPhysical SecuritySecurity Program ManagementVulnerabilities Assessment and Management Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the second lower grade or equivalent (GS-09).
