About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the U.S. Army Forces Command, National Training Center, G2 Security Division, Fort Irwin, CA 92310.

Duties

Serves as multi-discipline Security Specialist in Information (INFOSEC), Industrial (INDSEC), Personnel (PERSEC), Operations Security (OPSEC), Foreign Disclosure, Intelligence Oversight, and Sensitive Compartmented Information (SCI) programs. Develops, interprets, and implements policy, regulations, and procedures in support those security programs. Conducts liaison with Defense Investigative Service and contractor security offices for oversight of the industrial security program. Serves as the National Training Center (NTC) proponent for Disclosure of Information and Visits and Accreditation of Foreign Nationals. Serves as the Force Protection Intelligence Action Officer, participating in Force Protection fusion cells, plans, and exercises; supports installation OPSEC program; develops intelligence annexes of OPSEC plans. Supports Security Education Training Awareness (SETA) program, including developing training instructional course and materials, conducting security awareness and foreign travel briefings. Serves as the Alternate Special Security Officer (SSO) for the NTC and Fort Irwin.

Requirements

  • Must be able to obtain and maintain a Top Secret (TS) security clearance based on a T5 investigation/Single Scope Background Investigation (SSBI) with eligibility for sensitive compartmented information (SCI).
  • In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
  • May require Temporary Duty (TDY) travel up to 10% of the time.
  • This position requires obtaining the following core SPeD Certification: Security Fundamentals Professional Certification (SFPC) within first two years of employment.
  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Two year trial/probationary period may be required.

In order to qualify, you must meet the experience and/or education requirements described below. You will receive credit for all qualifying experience, including volunteer experience. Specialized experience: One year of experience equivalent to the GG/GS-09 at the professional category grade level in the Federal service which includes providing direct support and performing one or more of following security programs: Information Security, Industrial Security, Personnel Security, Foreign Disclosure, and Sensitive Compartmented Information (SCI) programs and reviewing, analyzing and/or resolving routine security issues. Specialized experience is progressively responsible intelligence-related security work directly related to the position being filled. Creditable experience may include previous military experience, experience gained in the private sector or in another government agency as long as it was at a level at least equivalent to the next lower band in the series. Education

To substitute education for the required experience for the GG-11 grade level, applicant must have a closely related (CR) Ph.D. or equivalent doctoral degree or three (3) full years of progressively higher level graduate education leading to such a degree or LL.M., if related.
