Duties
This Budget Analyst position is located in the Resource Management Office (RMO), Budget & Finance, Human Resources (HR), Operations Support (OS) Transportation Security Administration, Department of Homeland Security (DHS). Duties include but are not limited to:
Prepares financial summaries schedules, congressional justifications, resource allocation plans, and supporting statistical material for submission to the Department, Office of Management and Budget(OMB) and Congress for various funding accounts (appropriated revenue, and reimbursable fund budgets)
Reviews appropriate language, OMB Circulars and Bulletins, agency and departmental policies and management directives to interpret in order to make proper, legal, efficient, and effective recommendations and decisions. Prepares financial summaries schedules, congressional justifications, resource allocation plans, and supporting statistical material for submission to the Department, Office of Management and Budget(OMB) and Congress for various funding accounts (appropriated revenue, and reimbursable fund budgets)
Manages the strategic goals and performance measures ensuring the internal plan aligns with the agencies strategic plans and links to performance budget management.
Monitors the execution of the organization 's resources (personnel and budget) to determine the needs and to accomplish the agency's goal while being efficient and effective.
Provides advice and guidance to mid-level program managers and Transportation Security Administration (TSA) internal and external representatives to resolve problems, provide status, and respond to inquiries and request.
Qualifications
Specialized Experience Statement:To qualify for the SV-H Pay Band (equivalent to GS-12), you must have one year of specialized experience at the SV-G Pay Band or GS-11 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Such experience includes:
Assisting with drafting and editing Formulation Justification documents for Office of Management and Budget (OMB) and Congress; and
Applying OMB and Congressional budget policies, procedures, regulations, and guidelines.
Specialized Experience Statement: To qualify for the SV-I Pay Band (equivalent to GS-13), you must have one year of specialized experience at the SV-H Pay Band or GS-12 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Such experience includes:
Examining and using Microsoft Excel and PowerPoint functions on Budget Funding spreadsheets and documents for leadership reporting; and
Drafting and editing Formulation Justification documents for OMB and Congress; and
Applying and interpreting OMB and Congressional budget policies, procedures, regulations, and guidelines.
Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime.
National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees.
