The primary purpose of this position is to serve as Quality Assurance Manager within the Financial Management organization performing a variety of administrative projects and assignments in the areas of auditing, accounting, and budgeting to ensure compliance with agency legal and regulatory financial requirements.
Duties
1. Independently conducts studies and performs analysis to measure organizational financial program performance.
2. Ensures Effective Internal Controls. Oversees Fraud, Waste, and Abuse Program. Serves as focal point for fraud prevention measures
3. Promotes continuous improvement practices and provides technical assistance to the FM staff on all Quality Assurance matters
4. Serves as principal advisor to the Comptroller for matters related to Financial Improvement and Audit Readiness (FIAR).

- A bachelor?s degree (or higher) in Business, Economics, or Management is desirable when recruiting for this position

- This is a Financial Management Level 2 Certified position in accordance with the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d. Incumbent shall comply with the requirements.

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes identifying financial problems, system improvements and upgrading of existing financial services as well as performing financial analysis, budget execution, propriety accounting, and financial system training for financial managers, budget analysts, technical and program managers in assigned organizations.

EDUCATION: Successfully completed a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. A combination of specialized experience and graduate education that when combined equals 100% of the qualification's requirement.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-?grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of commonly used budgetary and auditing methods, practices, procedures, regulations, policies, and processes to formulate, justify, and execute financial goals in support of the mission, structure, goals, work processes, and programs of the organization.
2. Knowledge of commonly used accounting methods, practices, procedures, regulations, policies, and processes, and the ability to articulate this information to employees, supervisors, budget analysts, and various managers at local and command level.
3. Knowledge of financial management (military pay, civilian pay, and travel) and accounting terminology/structures, and the interrelationship of accounts and the effect of transactions on the overall system of ledgers; and ability to justify, defend, present, and/or advise on accounting/disbursing processes/actions.
4. Knowledge of automated data processing concepts and systems capabilities to accomplish required tasks; and an understanding of how the internal systems interact and relate to input and output data.
5. Ability to gather facts, assemble and analyze data reflected in accounting reports; evaluate methods to accurately assess information and make sound decisions; and correct deficiencies.
6. Ability to communicate effectively, both orally and in writing and to interact effectively in order to achieve organizational goals and to justify, defend, present, and/or advise on accounting/disbursing processes/actions.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). You will receive credit for all qualifying experience, including volunteer experience.
